Russian president Vladimir Putin and Syrian president Bashar Assad signed a military cooperation agreement that enables Russia to upgrade Syria's military and sell Damascus advanced arms. Russia will deploy the first air defense battalion equipped with new S-400 missile systems around Moscow on August 6, an Air Force spokesman said.

Russian impervious missile : Bulava --March 2, 2005
Ivanov suggested the weapons would be based on the mobile version of the Russian Topol-M intercontinental ballistic missiles and on a new sea-based system, the Bulava, according to Interfax news agency.

Bulava's undeterminable "Igla" warheads

The Topol M and Bulava ( SS NX 30 ) missiles employ a maneuvering warhead called the Igla. This warhead was first tested in February 2004 with an older version of Topol. The trajectory of Igla is not just difficult but, in fact, impossible to predict because the warhead has auxiliary engines that switch on and off randomly. The targeting system of the warhead keeps track of changes in the trajectory on account of these random engine firings and eventually guides the warhead toward its target.
The Igla will reportedly also use IR [ infrared ] counter measures and decoys to confuse any Exoatmospheric Kill Vehicles (Interceptors) that may target it during that phase. It may be noted that the interceptors planned to be deployed as part of the US GMD (Ground Based Midcourse Defense) are equipped with on-board discrimination to identify the true warhead from among decoys and associated objects.

Russia test-fires mobile ICBM -- Christmas Day 2004 ... Dec. 25

Russian media reports have said the missile lifts off faster than its predecessors and maneuvers in a way that makes it more difficult to spot and intercept. It is also reportedly capable of blasting off even after a nuclear explosion close to its silo.

On June 1, 1990, then-Secretary of State James Baker signed a secret executive agreement with Eduard Shevardnadze, the former U.S.S.R. foreign minister. It specified that even though the treaty had not been ratified, the U.S. and the U.S.S.R. agreed to abide by the terms of the treaty beginning June 15, 1990
