1. US COURT NIXES ENFORCEMENT OF LAW FOR "JERUSALEM, ISRAEL"
The U.S. District Court in Washington, D.C. has found that United States consular offices in Israel need not register the birthplace of an American citizen born in Jerusalem as "Jerusalem, Israel," but merely as "Jerusalem."  The reasoning is tricky.
Suits demanding that Jerusalem be listed as belonging to Israel were filed by Ari and Naomi Siegman Zivotofsky of Beit Shemesh on behalf of their infant son, and by Dan and Jocelyn Odenheimer of Efrat on behalf of their minor child.  The suits, filed against the U.S. Department of State and Secretary of State Colin Powell, were rejected yesterday by U.S. District Judge Gladys Kessler.  The plaintiffs say they will appeal.

Both plaintiffs challenged Powell's failure to implement Section 214(d) of the 2003 Foreign Relations Authorization Act, Pub. L. 107-228, which requires the Department of State to list an individual's place of birth as "Jerusalem, Israel" upon request.  The law states,
The U.S. "Jerusalem Embassy Act of 1995" states that official U.S. policy toward Jerusalem is that the city should remain a united city in which the rights of all ethnic and religious groups are protected; that it should be recognized as the capital of the State of Israel; and that the U.S. Embassy should be established there no later than May 31, 1999.

Border Crossing ID for Palestinians

Egypt to amend 1979 Camp David Traety-- March 13, 2004
Egypt and Israel have discussed amending the Camp David peace accords so Cairo can secure its border with the Gaza Strip in case of an Israeli withdrawal, Israel Radio on Friday quoted the pan-Arab daily Al-Hayat as reporting.
Camp David does not permit the presence of heavy Egyptian security along the border, which prevents providing security after a withdrawal, Egyptian Information Minister Safwar al-Sharif was quoted as saying on Friday.

Laser combat for urban warfare ( Negev) --March 15, 2004
The IDF is planning to build a mock up of a Palestinian town in the Negev, as a training base for urban warfare. The army’s ground forces commander Brigadier-General Yiftah Ron finalized the plan in discussions with counterparts from the United States last week.
The training base, which will be the first of its kind in the world, will resemble a Palestinian town complete with apartment buildings, a market place and a casbah (old city with narrow alleys). The streets will be monitored by closed circuit television cameras

The United States is the only other country in the world with a similar system. The second stage of the project, which includes the "Palestinian" town, will incorporate a unique system enabling laser "combat" in a built-up urban setting.

Israel asks U.S. for "disengagement" assurances-- March 12, 2004
Israel wants written understandings from Washington regarding what to expect from the US in exchange for unilateral steps including a withdrawal from Gaza and evacuation of a number of West Bank settlements, senior diplomatic officials said Thursday.
In return for a wide scale withdrawal, Sharon wants assurances Israel will have US support in retaining the Ma'ale Adumim, Gush Etzion and Ariel settlement blocks.

In other encouraging business news, Israel's Sonol gasoline company, along with its foreign partner Morgantown International, have won a tender valued at $70-80 million to supply fuel to US troops in Iraq. Sonol is expected to supply the US forces with some 25 million liters of fuel each month.  Until now, the American forces have received most of their fuel from Kuwait.  However, following revelations that the prices were inflated, the US Army decided to approach other suppliers, including Israeli companies.  The fuel will be shipped to Iraq by land via Jordan.  Sonol is Israel's third-largest oil product marketing firm, with a network of over 200 branded service stations. Arutz 7 -- Feb. 25, 2004

NATO: The UN’s standing multi-national force
The UN is transforming NATO from a regional security arrangement into the standing army it has always desired.
When the USSR supposedly dissolved, NATO should have as well, but its founders had other plans.

12,000 Hizbullah missiles aimed at Israel in Southern Lebanon -- Jan. 21, 2004
Labor MK Efraim Sneh said this morning that the 12,000 Hizbullah missiles deployed in southern Lebanon deter Israel from taking strong military action in the north. Sneh, who was Deputy Defense Minister when the IDF unilaterally withdrew from Lebanon under then-Prime Minister Ehud Barak in May 2000, said, "I warned Barak that withdrawal from southern Lebanon without an agreement [with Lebanon] would create a vacuum that would be filled by Hizbullah, but I didn't imagine that the consequences would be so grave."

Analyst Dr. Aaron Lerner of IMRA notes that MK Sneh is one of the few Labor Party members who objects to a unilateral withdrawal from Gaza. "It is most unfortunate that more people are not making the obvious connection between what we are facing now in the north, and what we will face in the south if we unilaterally withdraw from Gaza," Lerner told Arutz-7 today.

Syria has completed chemical warheads for its arsenal of Scud-based missiles, Middle East Newsline reports.  U.S. Undersecretary of State John Bolton said that Syria, with help from North Korea, has succeeded in designing and installing chemical warheads for its various Scud missiles, with a range of 250 to nearly 700 kilometers.  The chemical agent deployed in the CW warheads is sarin, regarded as a most toxic material.  "Since the 1970s," Bolton said, "Syria has pursued what is now one of the most advanced chemical weapons capabilities [in the Arab world].  It has a stockpile of the nerve agent sarin that can be delivered by aircraft or ballistic missiles, and has engaged in the research and development of more toxic and persistent nerve agents such as VX."

Israel's Rada Electronic Industries and Smiths Aerospace signed a teaming agreement for the joint development, production and marketing of data management equipment and ground based training systems. The systems will be installed in Israel's fleet of new F-16 Block 52 fighters from Lockheed Martin.
Executives said the two companies will joint develop a digital acquisition system, Smiths' Advanced Data Transfer Equipment / Digital Video Recording and the Rada Squadron Information Management network and debrief system. They said the systems could be marketed to other countries.

10. ARMY BASE FOR RENT Arutz 7 --Jan. 5, 2004
The IDF is seeking out foreign armies that wish to rent training facilities at its Tze'elim military base in the Negev.  The Defense Ministry is making the offer only to those states that maintain diplomatic relations with the State of Israel. The goal of the rental project is to improve the working relationship between the invited armies and the IDF, as well as to make up for a Defense Ministry budgetary shortfall under the recent economic program.

An officer of the IDF General Staff told Arutz-7, "There is no reason why foreign armies could not train with us... The monies the IDF will receive from renting the space will be earmarked for security needs, such that the army also comes out ahead in the deal."

A seminar on
urban combat is planned for two months from now, with one of its aims being to introduce foreign military leaders to the IDF training facilities and options.  American military units are already using the Tze'elim facilities for urban combat training, in light of the situation the US forces are encountering in Iraq.

It's a happy day for the Israel Air Force in Fort Worth, Texas. The first of the force's new F-16-I fighter plane will roll off the Lockheed Martin assembly line this afternoon, and an Israeli delegation led by Defense Minister Sha'ul Mofaz will take official possession.

Israel has purchased 102 of the bomber jets, for a record $4.5 billion - paid for with money given Israel by the U.S. in military grants. Israel and Egypt are the two biggest recipients of U.S. aid.


The first of the jets will arrive in Israel next month, and will be stationed - together with the families of the pilots and crews - in the Negev. The plane is different than the United States' F-16's, and no Israeli or American pilots have yet flown them - although IAF pilots have practiced on a Sufah simulator.

Israel surrenders Temple Mount (holiest site)

This is according to reports in the Israeli press Monday, after left wing former government officials and retired military officers met in Jordan with senior PLO members at the weekend to finalize "negotiations" on what they dubbed the Geneva Accords. The Palestinian leadership of temporary Prime Minister Ahmed Qurei has reportedly indicated it will adopt the understandings, set to be signed at a ceremony in Geneva as early as November 4.

Dismissing what Ha'aretz called the government's "fury," the Beilin-Mitzna cabal is planning a signing ceremony in Switzerland on or near November 4, the anniversary of the assassination of a former Labor Party prime minister, Yitzhak Rabin.
The Swiss Government will reportedly sponsor the signing event.
Following the ceremony, copies of the agreement will be mailed to Israeli households in an effort to garner widespread public support for it.
The whole process has been slammed in Israel as undemocratic.

E.U. - RAPID DEPLOYMENT FORCE AIMED AT ISRAEL (NOTE THE DATE 12/22/02)

For some time I have detected and written about the stench of European collaboration with Jewish Leftists and various Arabists in the U.S. State Department. It was hard to put together because such groups are not anxious to announce their intentions nor show collaboration.

However, more is surfacing. For example: The E.U., (European Union) wishes to assemble a RDF (Rapid Deployment Force). Such a Force needs a 'raison d'etre' (reason for being) or at least an excuse. One reason will be to deploy European and, possibly, Canadian forces in the Middle East to forcibly 'separate' Israel and the Arab Palestinians. (Read this article and plan carefully.) That translates into sending forces into Israel, against that nation's will to ostensibly force into existence another Arab Palestinian State. This requires 'protecting' the 'unwarlike' Arab Palestinians after they conduct Terrorist operations, from Israeli counter-Terrorism assaults. Seemingly unconnected, it is in fact a direct extension of the Bush "Road Map" plan which will start its implementation at the end of January 2003 - in one month?!? Since the E.U. does not have any troops of its own, it wishes to borrow from existing NATO's standing military, including men, equipment, tanks, planes, ammunition, planning, computer technology, etc. Much of this armament has been supplied by America (at U.S. tax-payer's expense). Any decisions by NATO to allow this transfer must have approval of the American Administration. Since this may seem contrary to the Bush/Cheney/Rice/Rumsfeld mind-set, is it possible that such approval has been given by the U.S. State Department as the main operator of the Quartet, which includes the E.U., United Nations and Russia. Perhaps the State Department even orchestrated this concept.

The US defence secretary, Donald Rumsfeld, is discussing the idea of an international peacekeeping force which could be dispatched to maintain order in the world's trouble spots
The Pentagon is said to have approached countries in Europe and Latin America about the idea of setting up a force, although the Ministry of Defence in London said yesterday it was unaware of the proposal.

Building on this history, last week the chairman of the Senate Armed Services Committee, Sen. John Warner (R) of Virginia, proposed the use of NATO troops as full-blown Middle East peacekeepers.
NATO units have extensive peacekeeping experience, gained in Bosnia and elsewhere, Warner noted. Their multinational character might be acceptable to both sides, given that Europe has traditionally been sympathetic to Palestinians, and the United States to Israel.

"The NATO offer would have to be willingly accepted by both governments, and it in no way should be viewed as a challenge to either side's sovereignty," said Senator Warner.
The White House has reacted coolly to this proposal - in response President Bush sent Warner a letter that noted that Middle East peace "must be sustainable with the presence of outside peacekeeping forces."

Warner has long been a proponent of this idea. But this time he is far from alone in proposing a broader approach to ending Middle East violence. Such respected Middle East experts as William Quandt of the University of Virginia have echoed his call, saying that something new is needed to get the peace process past the cycle of fighting that typically follows any promising political development.

Sen. Richard Lugar (R) of Indiana, chairman of the Senate Foreign Relations Committee, said in a broadcast interview last Sunday that US troops might eventually be used to help fight terrorists in the region.

The United States is raising the level of its military coordination with Israel in advance of its expected war against Iraq.
Next week, General Charles Wald, deputy commander of the U.S. European Command (USEUCOM), will visit here. Wald, who is in charge of ties with the Israel Defense Forces, will meet with Defense Minister Shaul Mofaz and senior IDF officers. He will apparently also visit the American soldiers who came to Israel with the Patriot missile batteries.

Wald took over as deputy head of USEUCOM just last month, and his trip to Israel is being billed as a get-acquainted visit. Israeli sources, however, predict the talks will focus on the expected war with Iraq. "Our strategic coordination with the Americans is at a much higher level than it was during the 1991 Gulf War," a senior security source said.
Wald, a fighter pilot who saw action in both Vietnam and Iraq, is also considered the acting commander of

USEUCOM, which has responsibility for Israel. In the U.S. military hierarchy, the official commander of USEUCOM is also the head of NATO's military forces and thus spends most of his time running the NATO command in Brussels.

Wald is familiar with the Middle East having served as commander of Central Command's air forces in the late 1990s. Central Command is responsible for the Gulf states.......

Wald's visit will follow hard on the heels of that of Gen. Charles Simpson, who left the country on Wednesday. Simpson, the director of
air and space operations at USEUCOM, has been appointed chief liaison officer with Israel in the event of a war with Iraq. Simpson met with Deputy Chief of Staff Maj. Gen. Gaby Ashkenazy and other senior officers to set up working procedures for coordination in the event of a war. Other members of the American liaison unit who came with Simpson are staying here to set up a system of communications between the IDF and the Pentagon.
