US to tie Int. Court of Justice to Israeli security fence --
Sept. 25, 2004
What is worth noting, Israeli diplomatic officials said,
is Bush did not use any of the language that was contained in the
letter of commitments he gave Prime Minister Ariel Sharon in
April, such as a US recognition that Palestinian refugees will be
absorbed in a Palestinian state rather than in Israel, or that it
is not realistic to expect Israel's return to the armistice
lines.
Regarding the Quartet statement, the officials noted that while
the statement is overall standard Quartet fare, the US
agreed to include for the first time a reference to
the International Court of Justice on the security fence. http://www.jpost.com/servlet/Satellite?pagename=JPost/JPArticle/Printer&cid=1095914106793&p=1078027574121
ZOA protests Bush remarks on surveillance
"humiliation"; same as US surveillance-- Sept. 24, 2004
In his speech, Bush said that Israel was responsible for
the daily humiliation of the Palestinian people."
A ZOA statement noted that the Webster's dictionary defines
"humiliate" as:
"To reduce to a lower position in one's eyes, or in the eyes
of others," pointing out that
Israeli anti-terror security measures, such as checking travelers
for bombs at security checkpoints, do not "reduce them to a
lower position" any more than U.S. airline security
checks of airplane passengers do.

1. US COURT NIXES ENFORCEMENT OF LAW FOR "JERUSALEM,
ISRAEL"
The U.S. District Court in Washington, D.C. has found that United
States consular offices in Israel need not register the
birthplace of an American citizen born in Jerusalem as
"Jerusalem, Israel," but merely as
"Jerusalem." The reasoning is tricky.
Suits demanding that Jerusalem be listed as belonging to Israel
were filed by Ari and Naomi Siegman Zivotofsky of Beit Shemesh on
behalf of their infant son, and by Dan and Jocelyn Odenheimer of
Efrat on behalf of their minor child. The suits, filed
against the U.S. Department of State and Secretary of State Colin
Powell, were rejected yesterday by U.S. District Judge Gladys
Kessler. The plaintiffs say they will appeal.
Both plaintiffs challenged Powell's failure to implement Section
214(d) of the 2003 Foreign Relations Authorization Act, Pub. L.
107-228, which requires the Department of State to list an
individual's place of birth as "Jerusalem, Israel" upon
request. The law states,
The U.S. "Jerusalem Embassy Act of 1995" states that
official U.S. policy toward Jerusalem is that the city should
remain a united city in which the rights of all ethnic and
religious groups are protected; that it should be recognized as
the capital of the State of Israel; and that the U.S. Embassy
should be established there no later than May 31, 1999.

The desire to pursue a broader strategy against Iran's

Border Crossing ID for Palestinians -- April 19,
2005
Smart card developer OTI
- On Track Innovations (Nasdaq: OTIV; Prime Standard: OT5) today
announced that the Basel Project, a border crossing system that
includes contactless smart cards and biometrics for identifying
Palestinians wishing to enter Israel, is being extended to more
access points.
The biometric-based contactless smart identification system
monitors the entrance and exit of Palestinians while assuring a
completely secure, exceptionally fast border crossing. The
project is the most advanced exit/entry border control system in
the world to use encryption, contactless smart card technology
and both hand (hand geometry and fingerprints) and facial
biometrics as the primary methods of identification.
Palestinians will be required to place the card on a contactless
reader and place their hand on a
biometric sensor for identification.
Once the identity has been confirmed, an automatic gate will open
allowing the person to cross into Israel. If there is a problem
with identification, the person is directed to another gate for
additional security checks.

Laser combat for urban warfare ( Negev) --March 15, 2004
The IDF is planning to build a mock up of a
Palestinian town in the Negev, as a training base for urban
warfare. The armys ground forces commander
Brigadier-General Yiftah Ron finalized the plan in discussions
with counterparts from the United States last week.
The training base, which will be the first of its kind in the
world, will resemble a Palestinian town complete with apartment
buildings, a market place and a casbah (old city with narrow
alleys). The streets will be monitored by closed circuit
television cameras
The United States is the only other country in the world
with a similar system. The second stage of the project, which
includes the "Palestinian" town, will incorporate a
unique system enabling laser "combat" in a built-up
urban setting.
The mock town will include four quarters.and hundreds of
life-size structures. After cameras and laser systems are
installed, the IDF will offer to rent
the facility to friendly foreign armies for training their
troops. http://www.maarivenglish.com/index.cfm?fuseaction=printArticle&articleID=4523

The UN is transforming NATO from a regional security arrangement

When the USSR supposedly dissolved, NATO should have as well, but
its founders had other plans.
On March 19, 1949, Secretary of State Dean Acheson stated that

12,000 Hizbullah missiles aimed at Israel in Southern Lebanon --
Jan. 21, 2004
Labor MK Efraim Sneh said this morning that the
12,000 Hizbullah missiles deployed in southern Lebanon deter
Israel from taking strong military action in the north. Sneh, who
was Deputy Defense Minister when the IDF unilaterally withdrew
from Lebanon under then-Prime Minister Ehud Barak in May 2000,
said, "I warned Barak that withdrawal from southern Lebanon
without an agreement [with Lebanon] would create a vacuum that
would be filled by Hizbullah, but I didn't imagine that the
consequences would be so grave."
Analyst Dr. Aaron Lerner of IMRA notes that MK Sneh is one of the
few Labor Party members who objects to a unilateral withdrawal
from Gaza. "It is most unfortunate that more people are not
making the obvious connection between what we are facing now in
the north, and what we will face in the south if we
unilaterally withdraw from Gaza," Lerner told
Arutz-7 today.

10. ARMY BASE FOR RENT
Arutz 7 --Jan. 5, 2004
The IDF is seeking out foreign armies that wish to
rent training facilities at its Tze'elim military base in the
Negev. The Defense Ministry is making the
offer only to those states that maintain diplomatic relations
with the State of Israel. The goal of the rental project is to
improve the working relationship between the invited
armies and the IDF, as well as to make up for a Defense
Ministry budgetary shortfall under the recent economic program.
An officer of the IDF General Staff told Arutz-7, "There
is no reason why foreign armies could not train with us...
The monies the IDF will receive from renting the space will be
earmarked for security needs, such that the army also comes out
ahead in the deal."
[ Ed. note: You too

A seminar on urban combat is planned for two months from now,
with one of its aims being to introduce foreign military leaders
to the IDF training facilities and options. American military units are already using the

situation the US forces are encountering in Iraq.

Europe wants to rival US as a military power --Jan 3 , 2004
The primary goal of the EU is the

evident is the incapability of the U.S. to moderate the peace

"The need for a solution only exists as long as war

Our intelligence sources say the tough
new rules on the distribution of photographic material on Israel
also reflect the expansion of US
installations under construction in the Jewish state and
their strategic value. The most important facility is the $125
million base at Nashshonim in central Israel,
slated to be the US military?s biggest
training facility in the Middle East and main
forward base for US Marines and infantry
units deployed in Israel or on their way to other regional
locations.

Israel to receive "Thunderstorm" jets F-16-i .... November 14, 2003
It's a happy day for the Israel Air Force
in Fort Worth, Texas. The first of the force's new F-16-I fighter
plane will roll off the Lockheed Martin assembly line this
afternoon, and an Israeli delegation led by Defense Minister
Sha'ul Mofaz will take official possession.
Israel has purchased 102 of the bomber jets, for a record $4.5
billion - paid for with money given Israel by the U.S. in
military grants. Israel and Egypt are the two biggest recipients
of U.S. aid.
The first of the jets will arrive in Israel next
month, and will be stationed - together with the families of the
pilots and crews - in the Negev. The plane is different than the
United States' F-16's, and no Israeli or American pilots have yet
flown them - although IAF pilots have practiced on a Sufah
simulator.

Sources in the Prime Minister's office denied
the claims.
Beilin and others involved will also try
and draw international support for the
agreement, among current and former heads of
state.
Under the terms of the agreement, the Palestinians
would be granted sovereignty over the Temple Mount,
and the area would be monitored by
international bodies. The Jewish Quarter of
the Old City of Jerusalem, as well as the Western Wall, would
remain under Israeli sovereignty.
Israel will withdraw to the 1967 borders,
except for certain territorial exchanges, as described below.
* Jerusalem will be divided,
with Arab neighborhoods of East Jerusalem becoming part of the
Palestinian state. Jewish neighborhoods of East Jerusalem, as
well as the West Bank suburbs of Givat Ze'ev, Ma'aleh Adumim and
the historic part of Gush Etzion - but not
Efrat - will be part of Israel.
* The Temple Mount will be Palestinian,
but an international force will ensure
freedom of access for visitors of all
faiths. However, Jewish prayer will not be
permitted on the mount, nor will archaeological digs.
The Western Wall will remain under Jewish sovereignty and the
"Holy Basin" will be under
international supervision.
* The settlements of Ariel, Efrat and Har Homa will be part of
the Palestinian state.

Israel surrenders Temple Mount (holiest site) --October 13, 2003
This is according to reports in the Israeli press Monday, after
left wing former government officials and retired military
officers met in Jordan with senior PLO members at the weekend to
finalize "negotiations" on what they dubbed the Geneva
Accords. The Palestinian leadership of temporary Prime Minister
Ahmed Qurei has reportedly indicated it will adopt the
understandings, set to be signed at a ceremony in Geneva as early
as November 4.
Dismissing what Ha'aretz
called the government's "fury," the Beilin-Mitzna
cabal is planning a signing ceremony in
Switzerland on or near November 4, the anniversary of the
assassination of a former Labor Party prime minister, Yitzhak
Rabin.
The Swiss Government will reportedly sponsor the signing event.
Following the ceremony, copies of the agreement will be mailed to
Israeli households in an effort to garner widespread public
support for it.
The whole process has been slammed in Israel as undemocratic.
In its lead editorial Monday, The Jerusalem
Post called on the Israelis involved to seek
election if they wished to decide the country's future.

EU wants to use NATO against Israel -- Emanuel A. Winston ---
Sept. 2003
In order to get the E.U. to agree to send forces into
Iraq, America and Bush must give them what they have wanted for
years, namely the right to send European troops into Israel -
with a blessing (and a curse) from the U.N. (United Nations).
Their objective is to block Israeli retaliation for Terror
attacks while forcing the establishment of another Arab Muslim
State called Palestine.
The E.U. countries have been in lock-step with the Arab oil
nations and financial supporters of Terrorist groups like Hamas,
Islamic Jihad, all the PLO 's 12 or more 'Secret Security
Services' still run by Yassir Arafat under the guise that they
were 'merely' benevolent charity groups. France has always been
the driving European force appeasing the Arab nations. The most
obvious example of French cupidity was selling Iraq the Nuclear
Power Plant at Osirak. http://www.freeman.org/m_online/sep03/winston.htm
E.U. - RAPID DEPLOYMENT FORCE AIMED AT ISRAEL (NOTE THE DATE
12/22/02)
by Emanuel A. Winston, a Middle East analyst & commentator
For some time I have detected and written about the stench of European collaboration with Jewish Leftists and various Arabists in the U.S. State Department. It was hard to put together because such groups are not anxious to announce their intentions nor show collaboration.
However, more is surfacing. For example:
The E.U., (European Union) wishes to assemble a RDF (Rapid
Deployment Force). Such a Force needs a 'raison d'etre' (reason
for being) or at least an excuse. One reason will be to deploy
European and, possibly, Canadian forces in the Middle East to
forcibly 'separate' Israel and the Arab Palestinians. (Read this
article and plan carefully.) That translates into sending forces
into Israel, against that nation's will to ostensibly force into
existence another Arab Palestinian State. This requires
'protecting' the 'unwarlike' Arab Palestinians after they conduct
Terrorist operations, from Israeli counter-Terrorism assaults.
Seemingly unconnected, it is in fact a direct extension of the
Bush "Road Map" plan which will start its
implementation at the end of January 2003 - in one month?!? Since
the E.U. does not have any troops of its own, it wishes to borrow
from existing NATO's standing military, including men, equipment,
tanks, planes, ammunition, planning, computer technology, etc.
Much of this armament has been supplied by America (at U.S.
tax-payer's expense). Any decisions by NATO to allow this
transfer must have approval of the American Administration. Since
this may seem contrary to the Bush/Cheney/Rice/Rumsfeld mind-set,
is it possible that such approval has been given by the U.S.
State Department as the main operator of the Quartet, which
includes the E.U., United Nations and Russia. Perhaps the State
Department even orchestrated this concept.

HERE COME THE TROOPS
(by Barry Chamish)
For the past ten
years I've been repeating the same message: The Oslo
"Peace" process was a planned war process whose final
goal was the occupation of Israel and, especially,
Jerusalem, by the troops of the architects of the
global takeover known commonly as the New World Order. Soon we
will witness the fulfillment of still another logical prediction
as Israel turns into another Bosnia, Afghanistan or Iraq and
patrons of Jerusalem's outdoor cafes will see UN/US tanks rolling
past their tables.
The following pattern is self-evident, yet Israelis continue to
miss its significance, and don't ask me how. I'll let the items
speak for themselves.

BUSH: PALESTINE BY DEC. 2003
------ July 23, 2003
Contrary to media reports that the Bush Road Map proposes to
create a Palestinian Arab state in the year 2005, the Zionist
Organization of America (ZOA) points out that the plan, in fact,
calls for establishing such a state within five months, by the
end of this year.
"Phase II" of the Road Map plan, which is defined as
ending in December 2003, includes "creation of an
independent
Palestinian state with provisional borders". Those
"provisional" borders are to become "final,
permanent" borders in Phase III
of the plan, which is defined as ending in 2005.
ZOA National President Morton A. Klein said: "Many
media reports have erroneously stated that the Bush plan is to
create
a Palestinian Arab state in 2005. This has lulled some
people into a false sense of security, thinking that there will
be two
more years in which Palestinian Arab actions can be assessed
before the final step of statehood is taken. In fact, the
Bush
plan is to create a state by the end of this year-- long
before it will be possible to determine if the Palestinian Arabs
are sincerely fighting terrorism and ready to live in peace with
Israel. We urge the Bush administration, the Israeli
government, and the Quartet to postpone any decision regarding
Palestinian Arab statehood until at least 2005 so there will be
time to see if the Palestinian Arabs have really given up
terrorism." --- For Zion Sake Jerusalem Report

Consultations were also intense among Arab nations. Abbas was in Cairo

they are the only two of Israel's Arab neighbors with peace

full-blown Middle East peacekeepers.
NATO units have extensive peacekeeping experience, gained in
Bosnia and elsewhere, Warner noted. Their multinational character
might be acceptable to both sides, given that Europe has
traditionally been sympathetic to Palestinians, and the United
States to Israel.
"The NATO offer would have to be willingly accepted by
both governments, and it in no way should be viewed as a
challenge to either side's sovereignty," said Senator
Warner.
The White House has reacted coolly to this proposal - in response
President Bush sent Warner a letter that noted that Middle East
peace "must be sustainable with the presence of outside
peacekeeping forces."
Warner has long been a proponent of this idea. But this time
he is far from alone in proposing a broader approach to ending
Middle East violence. Such respected Middle East experts as William
Quandt of the University of Virginia have echoed his
call, saying that something new is needed to get the peace
process past the cycle of fighting that typically follows any
promising political development.
Sen. Richard Lugar (R) of Indiana,
chairman of the Senate Foreign Relations Committee,
said in a broadcast interview last Sunday that US
troops might eventually be used to help fight terrorists in the
region.

Sen. Lugar wants American Forces in Israel -- June 16, 2003
June 16, 2003 -- WASHINGTON - The chairman of
the Senate Foreign Relations Committee said yesterday that U.S.
forces may have to help "root out terrorism" in the
Middle East conflict between Israel and the
Palestinians, including taking aim at Hamas, the main group
behind a campaign of bombings against Israelis.
In an interview on "Fox News Sunday," Sen. Richard
Lugar (R-Ind.) said American forces,
either acting alone or as part of an international force, could
be used to quell Israeli and Palestinian disputes, "and,
maybe even more important, to root out the terrorism that is at
the heart of the problem."

NATO
MAY deploy troops to MidEast --June 3, 2003
Some ministers indicated that if these talks were
successful... and if there was a need for some stabilization
force in that region then NATO should not rule itself
out of that equation," he told reporters
A senior US official, stressing the idea was not
a US initiative, said Washington had long suggested that "if
both parties agreed, it might be useful to have some sort
of monitoring" of a peace settlement in the region.

US wants 100 "unauthorized" outposts evacuated --June

Israeli officials and Western diplomatic sources
said the Bush administration regards the dismantling of the
outposts as the first major Israeli obligation in connection with
the so-called roadmap
Sharon has agreed in principle to begin
dismantling outposts and has listed 20 unspecified targets, the
sources said. On Sunday, Sharon told his Cabinet that Israel must
prepare to evacuate what he termed were illegal settlement
outposts in the West Bank

US says sanctions against Israel if no peace....May
27, 2003
The sources said the State Department's proposed list of
sanctions included an examination of the use of U.S. weapons in
the West Bank and Gaza Strip. Israel has employed such platforms
as the AH-64A Apache helicopter, the AH-1G Cobra helicopter and
the F-16 fighter-jet in air attacks on Palestinian insurgents.
"It's hard to overestimate the anger within
the administration toward Israel regarding the
delays in the roadmap," a congressional source close to the
administration said. "The White House doesn't regard the
roadmap merely as foreign policy. It sees the roadmap as a major
element toward the reelection of the president." http://www.menewsline.com/stories/2003/may/05_28_1.html

Israel already under the EU - US --- Jan 18, 2003
USEUCOM
The United States is
raising the level of its military coordination with Israel
in advance of its expected war against Iraq.
Next week, General Charles Wald, deputy
commander of the U.S. European Command (USEUCOM),
will visit here. Wald, who is in charge of ties with the Israel
Defense Forces, will meet with Defense Minister Shaul Mofaz
and senior IDF officers. He will apparently also visit
the American soldiers who came to Israel with the Patriot missile
batteries.
Wald took over as deputy head of USEUCOM just last month, and his
trip to Israel is being billed as a get-acquainted visit. Israeli
sources, however, predict the talks will focus on the expected
war with Iraq. "Our strategic coordination with the
Americans is at a much higher level than it was during the 1991
Gulf War," a senior security source said.
Wald, a fighter pilot who saw action in both Vietnam and Iraq, is
also considered the acting commander of
USEUCOM,
which has responsibility for Israel. In the U.S. military
hierarchy, the official commander of USEUCOM is also the head of
NATO's military forces and thus spends most of his time running
the NATO command in Brussels.
Wald is familiar with the Middle East having served as commander
of Central Command's air forces in the late 1990s. Central
Command is responsible for the Gulf states.......
Wald's visit will follow hard on the heels of that of Gen.
Charles Simpson, who left the country on Wednesday.
Simpson, the director of air
and space operations at USEUCOM, has been appointed chief liaison
officer with Israel in the event of a war with Iraq. Simpson met
with Deputy Chief of Staff Maj. Gen. Gaby Ashkenazy
and other senior officers to set up working procedures for
coordination in the event of a war. Other members of the American
liaison unit who came with Simpson are staying here to set up a
system of communications between the IDF and the Pentagon.

Israel's
Role in the UN-WEOG "Western European and Others Group"
The WEOG is the
only regional group which is not purely geographical, but rather
geo-political, namely a group of states that share a
Western-Democratic common denominator. (WEOG comprises 27
members: all the West European states; and the "others"
-- Australia, Canada, New Zealand and the United States.)
www.israel-un.org/Israelun/isrun/weog1.htm
Now that
Israel has been accepted into the UN Regional group of the
"West European and Others Group WEOG",
she will eventually have to allow her forces to be taken to other
lands.
That necessitates the fact that foreign forces will enter into
her land for stabilization.
