American officials recently said in closed
conversations that the U.S. will act against Syria and Iran, but
not by military means. The American administration is very angry
with Syria for its support of Iraq during the war and its
willingness to take in defectors from Saddam Hussein's regime. As
for Iran, the administration suggests working with the UN and
Atomic Energy Commission to halt the Iranian nuclear program.

nuclear-free Middle East, Israel would
require an iron-clad security guarantee from the United States.
It should receive one in the context of a broad settlement of the
Israeli-Palestinian conflict. The Palestinian Authority may ask
for NATO or U.S. peacekeeping troops to
oversee a settlement. This, too, should be
provided.
If such progress can be made, it is not inconceivable that Israel
would agree to discuss a nuclear-free Middle East. Previous
Israeli governments expressed interest in the concept. It would
lead to a verified abandonment of all nuclear ambitions by Israel
and all its neighbors, including Iran. The key, however, would be
the continuing presence of U.S. troops, not promises given by
other nations to remain non-nuclear.

CIA operates "ghost prison" for Muslim terrorists in

The most senior Muslim terrorists so far captured
by the United States are being held in an ultra-secret
"ghost" prison in Jordan run by the CIA, according to a
report published yesterday by a respected security expert.
The base is beyond the reach of the American courts,
which is likely to be one of its principal attractions.
The article was written by Yossi Melman, who is considered a
leading authority on intelligence and has a wide network of
contacts in the Israeli and American security establishments.
Quoting "international intelligence sources",
the report said the CIA's prisoners at the facility included
Three of the terrorist movement 's most senior figures, Khalid
Sheikh Mohammed, Abu Zubaydah, and Riduan Isamuddin.
"Their detention outside the US enables CIA
interrogators to apply interrogation methods banned by US law,
and to do so in a country where co-operation with the Americans
is particularly close, thereby reducing the danger of
leaks,"
Mr Melman wrote.
Jordan, which is seen as a key
ally in the war on terrorism.
The Hashemite kingdom is in the pocket of the
Bush administration and Jordan offers a calm
environment compared to Iraq, even Egypt, and it is weak enough
that reasonable pressure could have convinced the Hashemite
kingdom to host such a thing.
Since the invasion of Afghanistan three years ago, the
location of America's most prized prisoners has been the subject
of endless speculation but little hard information. It has been
suspected that some of the world's most dangerous terrorists were
kept on US territories in the Pacific, or aboard naval vessels.

A report on these so-called ghost prisoners, issued on
Tuesday by Human Rights Watch claimed that they were being held

transferred to the US base in Guantanamo Bay, Cuba, but according
to the report some were held in Pakistan before being moved to
Jordan.
Human Rights Watch reported that America is holding
prisoners in more than 24 secret detention centres,
of which "at least half operate in total secrecy".
The CIA is prohibited from conducting operations in the
United States. America describes the system of transferring
prisoners in secret from one country to another as
"extraordinary rendition."

The United States is raising the level of
its military coordination with Israel in advance
of its expected war against Iraq.
Next week, General Charles Wald, deputy
commander of the U.S. European Command (USEUCOM),
will visit here. Wald, who is in charge of ties with the Israel
Defense Forces, will meet with Defense Minister Shaul Mofaz
and senior IDF officers. He will apparently also visit
the American soldiers who came to Israel with the Patriot missile
batteries.
Wald took over as deputy head of USEUCOM just last month, and his
trip to Israel is being billed as a get-acquainted visit. Israeli
sources, however, predict the talks will focus on the expected
war with Iraq. "Our strategic coordination with the
Americans is at a much higher level than it was during the 1991
Gulf War," a senior security source said.
Wald, a fighter pilot who saw action in both Vietnam and Iraq, is
also considered the acting commander of
USEUCOM, which has
responsibility for Israel. In the U.S. military hierarchy, the
official commander of USEUCOM is also the head of NATO's military
forces and thus spends most of his time running the NATO command
in Brussels.
Wald is familiar with the Middle East having served as commander
of Central Command's air forces in the late 1990s. Central
Command is responsible for the Gulf states.......
Wald's visit will follow hard on the heels of that of Gen.
Charles Simpson, who left the country on Wednesday.
Simpson, the director of air and space
operations at USEUCOM, has been appointed
chief liaison officer with Israel in the event of a war with
Iraq. Simpson met with Deputy Chief of Staff Maj. Gen. Gaby Ashkenazy
and other senior officers to set up working procedures for
coordination in the event of a war. Other members of the American
liaison unit who came with Simpson are staying here to set up a
system of communications between the IDF and the Pentagon.

lanes near Djibouti are particularly crucial since they are used
for commercial shipping and to transport American war matériel
to the Persian Gulf.
United States Central Command is setting up a military
headquarters to oversee operations in and around the Horn of
Africa. Led by a Marine officer, Maj. Gen. John Sattler, the
headquarters will initially be based on the amphibious command
ship Mount Whitney, but it will probably be moved ashore.

US President George Bush has signed a Congress-approved
resolution calling for the United States to officially recognize
Jerusalem as the Jewish State's legitimate capital. Bush
says, however, that his administration's
policy toward Jerusalem will remain unchanged. In the words
of his press secretary, the resolution's Jerusalem provisions are
"advisory, not mandatory." As such, Bush has no
plans to relocate the U.S. embassy from Tel Aviv to Jerusalem, as
urged by the bill.
Congress passed the Jerusalem addendum last week as part of the
government's Foreign Relations Authorization Act for the year
2003. The resolution states, inter alia, that official US
government documents that
list country's capitals will have to identify Jerusalem as the
capital of Israel. A second provision stipulates that US
citizens born in Jerusalem may request that "Israel" be
included as their country of birth. Until now, only
"Jerusalem" appeared - as if the city were a separate
independent entity.
State Department spokesman Richard Boucher criticized the
Congressional resolution, saying that it hinders the
"advance[ment] of [US] interests in the region and promoting
a just and lasting peace." Boucher added that Secretary of
State Colin Powell believes the city's future must be determined
in the course of negotiations between Israel and the PA.

The five-month-old U.S. base in this former French
colony just miles across the Red Sea from Yemen and within
striking distance of Iraq is no longer a secret. But finding out
what the Americans are up to is another matter.
Nothing was said about the 1,500 Marines training at Obock, 30
miles north of Djibouti town across the Gulf of Tadjoura
Djibouti's acting foreign minister, Mahamoud Ali, said American
troops have been conducting large-scale exercises involving
ground troops, helicopters, boats and AC-130 planes fitted with
air-to-surface missiles. Giant U.S. Air Force cargo planes swoop
in and out of Djibouti's small airport every day as camouflaged
MH-53 helicopters with the word "Marines" barely
visible on their shells ferry men and equipment to and from Le
Monier.
Foreign Legionnaires in tight khaki shorts and white
"kepi" caps amble through town when they're not out on
grueling exercises. French soldiers with shaved heads and tattoos
pack the bars and restaurants at night. They're often joined by
some of the 1,000 German soldiers who have been in Djibouti since
January as part of the U.S.-led war on terrorism. The Americans
seem to stay home at night.
During the day the lobby of the Djibouti Sheraton looks like a
military operations center as uniformed Germans mingle among
plainclothes American security officials, pistols strapped to
their sides.

Israel is bracing for what defense sources termed a
massive pre-positioning of U.S. military equipment in the Jewish
state as part of preparations for any Washington-led war against
Iraq.
The sources said the U.S. Army plans to bring such systems as
PAC-2 anti-missile and anti-aircraft batteries, ammunition,
military systems and logistical supplies. They said the equipment
would begin arriving in Israel by air and sea over the next week.[Sept 15-20]
The U.S. equipment would be stored in unspecified army and air
force bases, the sources said. More than 50 U.S. Army personnel
have arrived in Israel to arrange for the delivery and
stockpiling of the equipment.
The U.S. move is part of the strategic cooperation

MidEast peace plan to be discussed at next UN General Assembly

AMMAN The United States and other key diplomatic players
are to discuss a new Middle East peace plan on the sidelines of
next month's UN General Assembly, Foreign Minister Marwan Muasher
said on Tuesday.
The plan is likely to contain a detailed timetable after His
Majesty King Abdullah convinced US President George W. Bush of
the need to flesh out his offer in a June policy speech of US
support for Palestinian statehood within three
years on certain conditions, the foreign minister told AFP.
The US president's four-fold vision:
* stipulated the creation of an
efficient Palestinian security force,
* the drawing up of a Palestinian
constitution,
* the implementation of reforms,
* and the convening of an international conference to set up a Palestinian
state in three years.
"The international conference on the Middle East will be one
of the steps of this plan of action which starts today and ends

When will this war begin, is a question I am
asked daily, I know what they mean, but I can't help but to
answer with, what are we in now, if not a war? But the
regional war must start soon, very soon. And for
several reasons, I will spell some of them out for you.
Syria is building up supplies to
the Hizbullah in preparation for an all out attack. In fact, my
guess is Syria will be the first to get hit by Israel just to
stop the northern threat as quickly as possible. (Isaiah 17:1)
Egypt is slowing and
quietly preparing and I think they really want to lead the
charge, as they want revenge for the defeats of 67 and 73.
Iraq will has
promised too send missiles to Israel armed with God only knows
what at the first attack from George W. Bush, for two reason, one
to united the Arab World in the fight against the US and Israel,
and the other reason is religion "Jihad".
Iran, the most
serious threat in the entire region is the best armed as far as
missiles go, thanks to
North Korea and Russia. In fact, Russia is in
the process of helping them build as many as 6 nuclear reactors,
and it has been believed for some time now that China and
North Korea has armed them with nuclear warheads,
already. Making it necessary for them to be very high on the list
for preempt attack from both the US and Israel. .....
Israel will have to use everything she has to defend herself,
for unlike others in this fight, we cannot allow ourselves to
lose even a single battle. We have a very small country and no
place to hide. So nuclear weapons are a very real possibility. In
fact, it is believed that Israel has developed small
tactical nuclear weapons just for such a battle.
But when we use them, there is no doubt the rest of the world
will turn completely against us, as if they haven't already.
As for the Intifada and Yasser Arafat, there is but one way to solve this problem, and no one in this world is going to like it. But the survival of Israel depends on it being done. It is a question of when will the leaders gains the intestinal fortitude to do it.

the next two years, Israeli representatives are not allowed to
run for positions on the UN Council.
