The expert said it is not clear what the ship was
carrying, but the emerging consensus in Israel was that it
delivered nuclear equipment. The ship arrived Sept. 3 in the
Syrian port of Tartus; the attack occurred Sept. 6 under such
strict operational security that the pilots flying air cover for
the attack aircraft did not know details of the mission. The
pilots who conducted the attack were briefed only after they were
in the air, he said.
Israel has imposed heavy censorship on reporters regarding the
raid, so few details have leaked. The expert said that Israel
appeared to have learned a lesson from its experience in
destroying the Osiraq nuclear reactor in Iraq
-- that bragging about an operation only makes it easier for the
world to condemn it.

anti-tank guided weapon meant to penetrate explosive reactor
armor. The weapon, produced by China North Industries
Corp., known as Norinco, is said to contain
more than twice the penetrating power of the original warhead.
Industry sources said Norinco has presented several variants of
the HJ-73 to such countries as Iran, Kuwait and the
United Arab Emirates. They include the HJ-73 and the
HJ-73B, said to be based on Russia's AT-3 Sagger missile.
Iran has a similar anti-tank missile called Raad. The Defense
Ministry in Teheran has asserted that the Raad, equipped with a

Navy announced today the completion of a successful flight test
in the continuing development of the Aegis Ballistic
Missile Defense (BMD) Program, the sea-based
element of the Ballistic Missile Defense System (BMDS).
Flight Mission-6 (FM-6) involved the detection and tracking of
an Aries short-range target
missile launched from the Pacific Missile Range Facility (PMRF),
Kauai, Hawaii at 8:10 a.m. HST (1:10 p.m. EST).
Approximately two minutes after target launch, a developmental
Standard Missile-3 (SM-3) was launched from the Aegis Ballistic
Missile Defense cruiser the USS Lake Erie. Approximately
two minutes later the SM-3 successfully intercepted the target
missile with hit to kill technology, using only
the force of the direct collision to destroy the target.
This was the fourth successful intercept for Aegis BMD and SM-3.

very deadly cruise missiles.
"Your car has in it all the sophisticated
technology that's necessary to feed a little actuator inside of a
guidance system to make a missile fly more or less where you want
it to go," the Rumsfeld aide said. "If you can buy it
in your automobile, you begin to get a sense of how practical it
is for those kinds of weapons systems to be developed."
The U.S. government's most recent unclassified assessment of
foreign missile developments, issued in December, said "many
countries" see cruise missiles as a "better
alternative" than ballistic missiles for attacking the
United States, in large part because such weapons can be launched
nearer to U.S. territory from commercial ships.
This would not only shorten the delivery time of the missiles but
also help obscure their origins.
"We're not just talking about hypothetical

"We have reason to believe that folks are starting to look

The Pentagon is planning a permanent selective blockade of
North Korean shipping, to prevent the country's threatened export of nuclear materials
to other rogue states and terrorist organisations.
The move, nicknamed "Cuba Lite" for its echoes of the tactics used during the 1963 Cuban missile crisis, is America's first reaction to last week's warning by a North Korean envoy that Pyongyang intends to "transfer" nuclear devices or other material overseas.
It is aimed at increasing pressure on the North Korean regime, and would
use American ships stationed in the Pacific region, without
mounting a total blockade, which Pyongyang would regard as an act
of war....
The threat has concentrated minds at the Pentagon, where
senior officials are now devising a strategy to contain North
Korea without escalating to a full-scale military conflict on the
Korean peninsula - which on some Washington estimates could
result in a million casualties on the
first day.
North Korea would be dangerously well-prepared for any
conflict. More than 4,000 pieces of artillery are buried deep in
the mountainous terrain to the north of the de-militarised zone
that separates North and South Korea.

North Korea poses numerous threats to global security with
an economy on the brink of collapse and an active nuclear weapons
program, Gen. Leon J. LaPorte, commander of the U.S. Forces Korea
(USFK) and the South Korea-U.S. Combined Forces Command, said
yesterday.
In a speech to the Korea Freedom League in Seoul, the top U.S.
commander in South Korea said the North represents a growing
threat to the world through its proliferation of missiles and
potential nuclear materials and technologies. North Korea¡¯s

threaten South Korea, he said.

Secretary Donald Rumsfeld for about 2,000 troops, mostly Air
Force personnel, to back up the 37,000 already stationed in South
Korea.

of targets in Korea. Eight F-15e fighter-bombers plus U-2s and
other reconnaissance aircraft would be added to U.S.
forces in Japan and Korea
U.S. intelligence estimates North Korea has
enough uranium on hand for about six nuclear weapons and could
begin producing the plutonium for those weapons in March
exactly the same time the United States could have a
quarter-million troops committed to battle in Iraq.

TOKYO, Dec. 25 With Japan
increasingly worried about North Korea's
missile arsenal and nuclear bomb programs,
the United States has offered assurances that its Aegis
destroyers are capable of shooting down medium-range missiles,
the Japanese Jiji Press news agency reported today.
Japan's defense minister, Shigeru Ishiba, won the
assurances from Pentagon officials when he was in Washington
earlier this month, the agency said. North Korea is believed to
have about 100 missiles with a range of 800
miles, enough to cover most of the Japanese archipelago.
The United States fears the plant could be used to make
nuclear weapons. The atomic energy agency, which had been
administering the controls, estimates that the North Koreans will
have the five-megawatt reactor operational by the end
of February.
Defense Secretary Donald H. Rumsfeld warned North Korea on
Monday not to take advantage of the Iraq crisis to
further its nuclear ambitions. He asserted that American forces
were capable of fighting two wars at once.

aimed at Taiwan, according to the
Pentagon's latest annual report on Chinese military power.
"Beijing has greatly expanded its
arsenal of increasingly accurate and lethal ballistic missiles
and long-range strike aircraft that are ready
for immediate application should the
[People´s Liberation Army] be called upon to conduct war before
its modernization aspirations are fully realized," according
to the report released yesterday.
China's efforts to develop coercive military
options present challenges not only to Taiwan, but also to other
countries in the region such as the Philippines

although Kabul has been speculating that he could be either in
Azad Kashmir or in Karachi. If Washington kept its side of the
roster of demands under wraps, Pakistan, too, is supposed to have
decided not to make public its latest plaints on the conduct of
India in the composite dialogue. Mr Musharraf said he had raised
the question of F16 aircraft 25 of them that he needs at
$25 million apiece but a US official said there was
nothing to report on the issue, which means whatever you may make

KABUL (Reuters) - The U.S. military said on Friday it reserved the
right to cross from Afghanistan into neighboring Pakistan
in pursuit of fugitive Taliban or al Qaeda militants.
The military said this was a long-standing policy which had the
express consent of the government of Pakistan, although it has
never been acknowledged publicly before and the government in
Islamabad denied any formal agreement to allow U.S. troops to
cross into Pakistan.
"It has been a long-standing policy that if we are pursuing
enemy forces, we are not just going to tiptoe and stop right when
we get to the border," said U.S. military spokesman Major
Stephen Clutter at Bagram air base.
He added that to his knowledge U.S. forces had never exercised
that right, and that the closest they came was an incident on
December 29 which culminated in a U.S. warplane bombing a
disputed border location.
The question of U.S. troops operating inside Pakistan is a
sensitive one for the government in Islamabad, particularly after
hardline Islamic groups registered large electoral gains in

The decision-making process for the Macedonia
crisis management is keeping in time with the March deadline. On
Thursday, NATO Secretary General Lord Robertson appointed German
Admiral Rainer Feist, Deputy Supreme Commander Europe,
as operational commander for the EU-led crisis management units.
The decision was based on a formal request from the EU Council
headed by its foreign policy chief, Javier Solana.

Cyprus has remained divided since 1974 when Turkey militarily
intervened and occupied the north of the island following a coup
by a group of Greek officers who pushed for a union with Greece.
In 1983, the Turkish Cypriot authorities declared a breakaway
territory and set up the Turkish Republic of Northern Cyprus,
which is recognized only by Ankara. Turkish Cypriot leader Mehmet
Ali Talat said on Monday he was ready for negotiations with the
new Greek Cypriot leader but warned against any pure image
polishing attempt.

The Republic of Cyprus has been placed on high
alert for the prospect of Iraqi attacks
on civilian or military installations on the island.
The alert was imposed after the government in Nicosia approved a
U.S. request for Greek Cypriot air bases and air space. The
British military has two large bases on the island.
Officials said the coast guard has been placed on high alert and
vessels are patrolling Cypriot territorial waters in the eastern
Mediterranean. They said leave for officers in the service has
been cancelled.
