The expert said it is not clear what the ship was carrying, but the emerging consensus in Israel was that it delivered nuclear equipment. The ship arrived Sept. 3 in the Syrian port of Tartus; the attack occurred Sept. 6 under such strict operational security that the pilots flying air cover for the attack aircraft did not know details of the mission. The pilots who conducted the attack were briefed only after they were in the air, he said.
Israel has imposed heavy censorship on reporters regarding the raid, so few details have leaked. The expert said that Israel appeared to have learned a lesson from its experience in destroying the Osiraq nuclear reactor in Iraq -- that bragging about an operation only makes it easier for the world to condemn it.

The campaign has displayed the HJ-73 anti-tank guided weapon meant to penetrate explosive reactor armor. The weapon, produced by China North Industries Corp., known as Norinco, is said to contain more than twice the penetrating power of the original warhead.

Industry sources said Norinco has presented several variants of the HJ-73 to such countries as Iran, Kuwait and the United Arab Emirates. They include the HJ-73 and the HJ-73B, said to be based on Russia's AT-3 Sagger missile.

Iraq's oil ministry said it had awarded a firm contract to Russia's Stroitransgaz, an oil and gas construction company, to develop block four in Iraq's Western Desert.
It also initialed two more and started negotiations with Zarubezhneft, Russia's umbrella company for state holdings abroad, on the giant Bin Umar field.

That news will come as a shock to French oil major Totalfinaelf which has long been earmarked for the $3.4 billion Bin Umar development, alongside another big prospect, Majnoon.
The initialed contracts were with Soyuzneftegaz for the 100,000-barrel-a-day Rafidain field in southern Iraq and with Tatneft for block nine in the Western Desert.

Navy successfully test fires Aegis Ballistic missile to Hawaii -- Dec. 11, 2003
The Missile Defense Agency (MDA) and the U.S. Navy announced today the completion of a successful flight test in the continuing development of the Aegis Ballistic Missile Defense (BMD) Program, the sea-based element of the Ballistic Missile Defense System (BMDS).  Flight Mission-6 (FM-6) involved the detection and tracking of an Aries short-range target missile launched from the Pacific Missile Range Facility (PMRF), Kauai, Hawaii at 8:10 a.m. HST  (1:10 p.m. EST).  Approximately two minutes after target launch, a developmental Standard Missile-3 (SM-3) was launched from the Aegis Ballistic Missile Defense cruiser the USS Lake Erie.  Approximately two minutes later the SM-3 successfully intercepted the target missile with “hit to kill” technology, using only the force of the direct collision to destroy the target.  This was the fourth successful intercept for Aegis BMD and SM-3.

The U.S. project appears to signal that Oman will be a major base in any war against Iraq. Oman had a small role in the 1991 Gulf war to expel Iraqi troops from Kuwait.

At least 81 countries are reported to have cruise missiles of some kind, totaling more than 70,000 weapons, although the vast majority are designed to go against ships at distances of less than 60 miles. What worries U.S. authorities is the prospect of such states as Iraq, Iran or North Korea or such terrorist groups as al Qaeda taking existing aircraft or anti-ship missiles and
converting them into unmanned drones that could function as crude but still very deadly cruise missiles.

"Your car has in it all the sophisticated technology that's necessary to feed a little actuator inside of a guidance system to make a missile fly more or less where you want it to go," the Rumsfeld aide said. "If you can buy it in your automobile, you begin to get a sense of how practical it is for those kinds of weapons systems to be developed."

The U.S. government's most recent unclassified assessment of foreign missile developments, issued in December, said "many countries" see cruise missiles as a "better alternative" than ballistic missiles for attacking the United States, in large part because such weapons can be launched nearer to U.S. territory
from commercial ships. This would not only shorten the delivery time of the missiles but also help obscure their origins.

"We're not just talking about hypothetical situations," said the official who follows the subject. "We have reason to believe that folks are starting to look at this kind of capability."

The move, nicknamed "Cuba Lite" for its echoes of the tactics used during the 1963 Cuban missile crisis, is America's first reaction to last week's warning by a North Korean envoy that Pyongyang intends to "transfer" nuclear devices or other material overseas.

Greek-Cyprus put on high alert -- March 27, 2003
The Republic of Cyprus has been placed on high alert for the prospect of Iraqi attacks on civilian or military installations on the island.
The alert was imposed after the government in Nicosia approved a U.S. request for Greek Cypriot air bases and air space. The British military has two large bases on the island.
Officials said the coast guard has been placed on high alert and vessels are patrolling Cypriot territorial waters in the eastern Mediterranean. They said leave for officers in the service has been cancelled.
