Bulava's undeterminable "Igla" warheads

The Topol M and Bulava ( SS NX 30 ) missiles employ a maneuvering warhead called the Igla. This warhead was first tested in February 2004 with an older version of Topol. The trajectory of Igla is not just difficult but, in fact, impossible to predict because the warhead has auxiliary engines that switch on and off randomly. The targeting system of the warhead keeps track of changes in the trajectory on account of these random engine firings and eventually guides the warhead toward its target.
The Igla will reportedly also use IR [ infrared ] counter measures and decoys to confuse any Exoatmospheric Kill Vehicles (Interceptors) that may target it during that phase. It may be noted that the interceptors planned to be deployed as part of the US GMD (Ground Based Midcourse Defense) are equipped with on-board discrimination to identify the true warhead from among decoys and associated objects.

The UPI also reported details of agreements being negotiated with Russian defense contractors for a large number of super jet fighters fitted with state-of-the-art weaponry. In letters addressed last year to the director general of Russian Aeronautic Corp., Nicolai F. Nikitin, the Venezuelan air force requested the “latest version” of the MiG 29 SMT equipped with high-tech weaponry, including radar-guided missiles and 2,000-pound bombs.
A U.S. intelligence source also claims that MiGs have been spotted flying near the Caribbean island of Curcao.
Members of Venezuela’s military say handpicked pilots are undergoing flight training in Cuba, which has six MiG 29s.
Cuba is the only country in Latin America, except Peru, to be equipped with the advanced Russian model. Fidel Castro offers various types of security assistance to Venezuela in exchange for oil.
Venezuelan contracts are also being drawn up for Russian Mi-17 heavy-lift helicopters as well as radar systems from China, according to U.S. intelligence reports.

Putin brings nuclear-tipped arms deal to India --Dec 5-2002
But behind the posturing, efforts were under way to advance the multibillion-dollar arms deal, which could include the acquisition by India of at least one Russian-made Akula-11 class nuclear-powered submarine, capable of carrying a payload of nuclear Cruise missiles.
The deal hinges on a Soviet-built aircraft carrier, the 45,000-tonne Admiral Gorshkov, which has laid up in the Arctic port of Severodvinsk since 1988. India, eager to become the region's maritime heavyweight in the face of competition from China, and harbouring "great power" ambitions, wants to add a big aircraft carrier to its fleet.

More than two thirds of the equipment in the hands of India's military, the third largest army in the world, is from Russia or the former Soviet Union. The relationship – which analysts expect to lead to another $8bn worth of military sales over the next decade – has continued in the aftermath of the collapse of the USSR, not least because Moscow is not among those who placed sanctions on India after its 1998 nuclear tests.

Russia has long been talking with Delhi about the lease of several Akula-11 class nuclear submarines, but made them conditional on an agreement over the Gorshkov. India has been eager to acquire the Russian submarines to add to its ageing underwater fleet, in line with its long-standing ambition to have a so-called nuclear "triad" – in other words, the capability to deliver nuclear bombs by air, ground-to-ground missile and from the sea.

Russia on Wednesday came out in total support of India's stand that Pakistan must stop cross-border infiltration and eliminate terrorist infrastructure in that country and areas held by it before New Delhi can resume talks with Islamabad.

The Delhi Declaration issued after talks between Prime Minister Atal Bihari Vajpayee and Russian President Vladimir Putin here said the two leaders discussed in detail the current situation in South Asia.

The two leaders stressed the importance of Islamabad implementing "in full its obligations and promises to prevent infiltration of terrorists across the Line of Control into Jammu and Kashmir and at other points across the border."
