The last two Group of 8 summit meetings have
recognized the growing need for strong measures to fight piracy
and counterfeiting. However, we in the business community have
seen little evidence of concrete action. We urge the leaders
meeting at the Gleneagles summit in July
not only to reiterate the importance of respect for international
obligations in the intellectual property field, but also to
commit their governments to enforce existing laws against such
activity with a new and strong determination.

Another approach to online fraud that some processors
take is to filter all transactions. VeriSign Payment Services, for
instance, creates a filter based on a range of information,
including such aspects as number of transactions that a card has
conducted recently, the number of items in a transaction, the
type of item and the dollar amount. It then incorporates
information from outside databases such as address verification
and other information about the cardholder.
The combination of internal data that VeriSign has developed
and external data that others have developed is a powerful
weapon, says Trevor Healy, vice president of VeriSign Payment
Services, which processes for 125,000 merchants and expects to
handle $40 billion in online payments this year. "Your fraud
screening is only as good as the fraud that you experience,"
Healy says. "Our approach harnesses the collective power of
the network. Customers get the benefit of operating with the
largest payment processor on the Internet. Fraudsters are teaming
up to do things together, so we are in essence creating a

The chip, made by the VeriChip Corporation, is only the
size of a grain of rice but can transmit an ID number to a
scanner allowing money to be taken from clubbers' bank accounts.
Mr Chase may be an extreme example but he demonstrates a wider
point: Britons are rapidly embracing the cashless society. The
Association for Payment Clearing Services, the UK industry body,
forecasts that in less than a decade fewer than half of all
payments will be made by cash.

Workers get paycards instead of paychecks -- Aug 7, 2005
Now, Payton has gone paperless, becoming one of 1.8
million workers across the country whose paychecks have been
replaced by electronic payroll cards.
The cards, which go by names such as the eCash card, are similar
to debit cards. Workers can use them to buy groceries, gasoline,
assorted retail items and to withdraw cash from ATMs. But instead
of drawing money from their personal bank accounts, they're
getting their pay from a central fund set up by their employers.
Many employers like the cards because they do away with the cost
of printing payroll checks. They also provide an alternative to
check cashing and high fees for workers in the 13 million U.S.
households without bank accounts

By authorizing substitute checks, Check
21 makes it easier for banks to use electronic
imaging for check payments - part of a goal set by
Congress in 1987 with the Expedited Funds Availability
Act. The act directed the Federal Reserve System to
support a payment system that removes the original paper check
from the process
This reproduction is called a substitute
check and is produced from a digital image of
the original check.
Employers say they like it because they don't have to worry about
the check clearing through the bank, and they don't have to
wait for the bank to reconcile accounts, he said.
Consumers Union, a nonprofit testing and
information group, expects the new law will mean more
bounced checks, citing industry estimates that show consumers
could be bouncing almost 7 million more checks and paying an
additional $170 million in fees each month by mid-2005.

DES MOINES, IOWA -- If that promised day of the cashless
society doesn't arrive tomorrow, it won't be for a lack of effort
by the folks at Paybytouch. This San Francisco company
has devised an electronic payment system that allows consumers to
plug credit-card, debit-card, and checking account data into a
central computer. Then they shop. When they scoot
through the checkout of a participating merchant, they
press their finger to an optical scanner that
identifies them. There's no plastic card, no paper to sign. All
they do is choose how to pay for those goods.
And note this: If the merchandise is put on a credit card, for
instance, the consumer can pay it off by transferring
money from a bank account that very well could have
gotten all its value from an automatic payroll deposit. Nowhere
in this chain of transactions has a greenback entered the picture
- or a check.
