Wired for Health Care Quality ... Act -- Nov. 19, 2005
The Wired for Health Care Quality Act encourages the Health and Human Services Department to form a
public-private partnership (Ed : gov- biz ) to identify ways to streamline the health care system's information technology. Hospitals and other health care providers could apply for grants [ Ed : grants work wonders] to help them implement new technologies.
A system that makes patient records available instantly also would reduce medical errors, said Sen. Edward Kennedy, D-Mass., one of the bill's nearly 40 sponsors

Dr. Deborah Peel, president of the watchdog group Patient Privacy Rights, complained that the bill doesn't include enough protections to keep personal information out of the hands of people who shouldn't have it _ such as employers, who could use it to discriminate against employees and potential hires.

And 60 people have had computer chips implanted into their arms to provide access to their electronic medial records, according VeriChip Corp., a Delray Beach, Fla., company that received Food and Drug Administration approval last year to market the chips.

Tamiflu deaths under probe --Nov. 17, 2005

Tamiflu, invented by the US company Gilead and licensed to Roche in 1996, has proven effective against influenza
A and B and H5N1 bird flu virus, which is threatening the world.
The US Food and Drug Administration (FDA) said the 12 deaths under investigation included one suicide, four cases of sudden death and four cases of cardiac arrest. There were also cases of pneumonia, asphyxiation and acute pancreatitis.

The FDA added that it was concerned that 32 psychiatric events, such as hallucinations and abnormal behavior, had also been reported in children who took Tamiflu.
The "most alarming" psychiatric events, according to the FDA, included two cases in which a 12-year-old and a 13-year-old jumped out of second-floor windows of their homes after receiving two doses of Tamiflu.

Free-for-all over generic drugs in Europe -- James Kanter IHT
Drugs ( meds ) and the desperate -- Nov. 15, 2005
Richard Horton, editor of The Lancet, the British medical journal, cites "an unholy alliance" between companies and desperate patients who hope that new medicines will help them.
At the same time, pharmaceutical companies make the doctors a prime target of their marketing.  According to Jon Hess of Cutting Edge Information, a research company, total ad spending by drug companies in Europe is only 13 percent lower than in the United States. On both sides of the Atlantic, drug companies spend about
50 percent more promoting product awareness than they do for research and development,
according to Stewart Adkins of Lehman Brothers
Ed : Seduction ....
Companies also invite doctors to lavish conferences or finance research, a practice that raises questions about the findings. Top British cardiologists can collect more than £5,000, or $8,700, for an hour of lecturing to colleagues, and they also may be paid for articles that review drugs in medical journals, according to a report by members of the British House of Commons in April.  Jim Kennedy, a family doctor in London and a spokesman for the Royal College of General Practitioners, said drug companies often paid hospitals and clinics in Britain and elsewhere in Europe to conduct research geared more toward use of a specific drug than ascertaining its safety or medical valu

Adjuvants -- Nov. 14, 2005

National Institutes of Health researchers now are working with adjuvants, substances that can be added to a vaccine to enhance the body's immune response. Fauci said it should be known by next spring if that approach will work with the H5N1 vaccine.
If the adjuvants are effective, it still could be two years before large amounts of H5N1 vaccine are available for immunizing Americans, he said.
The Health and Human Services Department also outlined plans to entice the pharmaceutical industry to beef up domestic vaccine production. Ultimately, it wants enough production capacity to vaccinate the entire U.S. population within six months of the onset of a pandemic.

U.S. gears up for flu vaccine -- Oct. 28, 2005
dependent upon France, England, Switzerland
Chiron won a $62.5 million federal contract Thursday to help produce a vaccine to counter the threat of a bird-flu pandemic. The contract is the second-largest award for bird-flu vaccines announced by the U.S. Department of Health and Human Services. Last month, the agency awarded $100 million to Sanofi-Aventis of France.
Both contracts are for a vaccine aimed at defeating the virus' most virulent strain, H5N1

The government also wants to store enough anti-viral medicine -- such as Tamiflu, developed by Gilead Sciences of Foster City and produced by Roche [ Ed: Switzerland] -- to treat an additional 20 million people [ Ed: 40 million total ]

No one is even sure if the vaccine will work because the government hasn't had a chance to test it yet. That will occur only after it is delivered by Chiron. Hall said the buy-now-test-later arrangement has been done before
Chiron spokeswoman Alison Marquiss said the vaccine would be produced at the company's factory in Liverpool,
England, where it also makes its standard seasonal flu vaccine, Fluvirin.

Flu victims (
and suspects too ) may be locked up

HEALTH officials and police have sweeping powers to confine people in their homes and fine them $20,000 for breaching orders if a deadly flu pandemic strikes here.
People suspected of coming into contact with the virus or showing signs of being infected could be forced into home detention and have their movements restricted under the plan. [ Ed: ankle rfid ? ]
Blood tests could be conducted on those suspected of carrying the virus, by force if necessary.

Health workers and police have been already armed under the Victorian Health Act with powers to use "any force necessary" to make people comply.
A spokesman for the Department of Human Services said yesterday chief health officer Dr Robert Hall had emergency powers available to confine or quarantine people if there was a risk to public health

The Federal Government's pandemic flu plan says "people may be quarantined in their own homes or in another facility.  In most cases, quarantine is voluntary, however state, territory and the Australian governments have authority to compel quarantine to protect the public".
Health authorities interstate and *overseas are preparing similar emergency powers* to halt the spread of the bird flu.

PLAN -- Oct. 28, 2005
"The plan -- attached to a larger health spending bill expected to pass this week -- also will increase disease surveillance and enhance the infrastructure needed to respond to a pandemic

Plan ( preparedness strategy ) : "including protection from vaccine-related lawsuits"

If the Administration does come up with a good action plan, we won't have lost any time," said Sen. Tom Harkin, D-Iowa, the amendment's chief sponsor.
The vote came just hours after Leavitt announced a $62.5 million contract with British vaccine maker Chiron Corp. to produce vaccine against H5N1, the virus causing avian flu
The deal was the second announced this fall. Federal health officials signed another $100 million vaccine pact with Sanofi-Pasteur [ Ed : France] in late August.

Government plans call for amassing 20 million vaccine doses [ Ed : preventive] and the same number of

Flu : indemnity -- Oct. 9, 2005

Executives were concerned about greater protection from litigation. If healthy people suffer side effects from a vaccine, manufacturers can face huge lawsuits, Leavitt said.

Compulsory Mental health screening

July 2004
The president's commission found that "despite their prevalence, mental disorders often go undiagnosed" and recommended comprehensive mental health screening for "consumers of all ages," including preschool children.
The commission also recommended "Linkage [of screening] with treatment and supports" including "state-of-the-art treatments" using "specific medications [ Ed : drugs ] for specific conditions."
The commission commended the Texas Medication Algorithm Project (TMAP) as a "model" medication treatment plan that "illustrates an evidence-based practice that results in better consumer outcomes."

But the Texas project, which promotes the use of newer, more expensive antidepressants and antipsychotic drugs, sparked off controversy when Allen Jones, an employee of the Pennsylvania Office of the Inspector General, revealed that key officials with influence over the medication plan in his state received money and perks from drug companies with a stake in the medication algorithm (15 May, p1153). He was sacked this week for speaking to the BMJ and the New York Times.

Mr Jones told the BMJ that the same "political/pharmaceutical alliance" that generated the Texas project was behind the recommendations of the New Freedom Commission, which, according to his whistleblower report, were "poised to consolidate the TMAP effort into a comprehensive national policy to treat mental illness with expensive, patented medications of questionable benefit and deadly side effects, and to force private insurers to pick up more of the tab" (http://psychrights.org/Drugs/AllenJonesTMAPJanuary20.pdf).

ACTIVE ( external locators) rfid tags for health equipment -- Oct. 6, 2005
VeriChip Corporation believes that its asset tag is the smallest, longest-lasting active RFID tag on the market, making it ideal for the protection and tracking of even small pieces of medical equipment. Once the tags are attached to desired items, hospital staff can quickly locate what they need when they need it on an easy-to-use electronic floor plan. This tagged equipment is also protected from theft by triggering alarms if items are taken from designated areas, and helps the hospital with its regulatory compliance and prevention of infection through the accidental use of "dirty" equipment.

The New Healthcare System
by Christopher S. Bentley
September 5, 2005 Issue
; Posted Online: August 24, 2005
Excerpts only: Fair educational use

"Applied Digital wants millions of Americans to be implanted with an RFID chip for medical purposes, and the Frist-Clinton bill (S. 1262) would pave the way.......
On July 31, London’s The Business reported that Thompson “is putting the final touches to a plan that could result in US citizens having [an RFID] chip inserted under their skin.” Scott Silverman, CEO of Applied Digital, told WebMD Medical News on July 27 that “some 2,000 people worldwide are using” his company’s implants. “But,” the WebMD report noted, “soon he expects that millions of people will get VeriChip implants every year.” ............

Skeptics will dismiss Silverman’s optimistic business forecast as greatly exaggerated, and those with a natural distrust of polls will question the validity of the data. But putting that aside for a moment, consider the fact that Applied Digital is positioning itself to get some major help — from the federal government.
According to The Business report, “the RFID capsules would be linked to a computerized database being created by the US Department of Health to store and manage the nation’s health records.” Thompson said he “intends to publish the proposal in the next 50 days, by which time he plans to have had a VeriChip inserted in his arm.” The former HHS secretary is definitely positioned to use his past employment to help his new employer.

If this socialist healthcare scheme is allowed to pass, and Applied Digital succeeds in partnering with government, then Americans will be seduced into accepting a “seamless” nationalized healthcare system. But those who participate will also end up with a medical ID implant that will undoubtedly morph into a mandatory national ID.

Hurricanes, Health Records and you -- Sept. 23, 2005
In the wake of Katrina, the federal government responded by beginning to collect pharmacy, Medicaid, Veterans Administration and other medical information for a centralized database that doctors can use as they treat displaced patients.
when doctors and hospitals have your records they’re called electronic medical records, or EMRs,
but once you have them, they’re called personal health records, or PHRs

3 sites :
The American Medical Association’s iHealthRecord.org coordinates with more than 100,000 doctors’ own Web sites; if your physician is one of them, that’s a logical choice.
WebMD’s Health Manager offers storage along with many interactive features and tests.
FollowMe is a five-year-old service that also allows groups — employers or hospitals — to offer PHRs as a service to customers or employees. All these sites, of course, emphasize high security standards: You control access to your records

One Solution with chip
The ultimate solution may be that provided by a service called VeriMed. As do the other providers, VeriMed stores your PHR online — but then also provides a tiny chip that is implanted, usually under the skin of your upper arm, containing a unique 16 digit number.
Even if you are unconscious, a VeriMed scanner can read that number from your chip and locate your health records online. VeriMed offers the scanners to hospital emergency rooms for free."

VA, Kaiser and others have Online Medical services

Networking
"On the Web, patients can make appointments, check on lab and other test results and view some of their medical records. Our clinics are all linked together so a patient being seen at one center can have her record, lab results and even digital x-rays viewed by a specialist at another center. If needed, we also have a video system where a specialist can talk and see a patient who is in another center.

VeriChip to display VeriMed in D.C. for emergency-physicians -- Sept 22, 2005

DELRAY BEACH, Fla.--(BUSINESS WIRE)--Sept. 22, 2005--
VeriChip Corporation, a subsidiary of Applied Digital (NASDAQ:ADSX) and the world's premier RFID company for people, announced today its plans to demonstrate the world's first FDA-cleared, human-implantable RFID microchip and its
VeriMed(TM) application at the American College of Emergency Physicians' (ACEP) Scientific Assembly, taking place September 26-29, 2005 in Washington, D.C. At this conference, attended by some 5,000 emergency physicians from across the U.S. and around the world, the VeriMed patient identification system will demonstrate how implantable RFID microchips can provide access to rapid, accurate and secure patient identification, coupled with the patient's own medical information, so crucial in emergency departments today.

"
Integrating the VeriMed system into the hospital emergency room setting ensures that ER physicians get the critical patient information they need when it matters most," stated Kevin McLaughlin, Chief Executive Officer of VeriChip Corporation. "We're looking forward to demonstrating the product at ACEP and to helping emergency centers everywhere understand how they can reduce treatment delays and medical errors through the use of our FDA-cleared technology

Personal observation:
We have been to an emergency room this month visiting a friend.
Our friend was medicated and in an altered state of mind and did not recognize us ( though should have). .
This person was fully alert and talking upon being carried from their residence a few hours earlier.
Through out our visits to the hospital, our friend was constantly on medication and in a very
acquiescent disposition, answering "yes" to many questions that were not necessarily a "yes".

We thought : "What if the staff were to ask our Christian friend if they could inject so-and-so for easier access to their medical file ? Most likely our friend would have said yes, even though our friend is against the 666 Mark of the Beast. Our friend would not have made the close-connection, nor had the will to resist under so much medication.

Do all of us have our guard up ? Do we all see how easily this could come upon us, unless we have settled it in our mind to resist the System while we still have a choice ?

As a snare shall it come upon the whole world .... Luke 21:35

T Thompson, promoter of organ donations -- Aug 2005
Wisconsin’s story began 14 years ago when then-Gov. Tommy Thompson started promoting organ donation at the urging of Dr. Hans Sollinger, the university hospital’s top transplant surgeon.
Its strategy is simple: First, learn the secrets of the hospital trauma centers that promote organ donations most effectively. Then convince the country’s 200 biggest hospital trauma centers to use them. While some organs, mainly kidneys, come from living donors, the major source is patients who die in hospitals.

Akin Gump and Chinese Oil -- July 4, 2005
Akin Gump was a prestigious Dallas law firm with no Washington presence in 1970 when one of its partners,
Robert S. Strauss, was elected treasurer of the Democratic National Committee (two years prior to becoming its chairman). About to spend lots of time in Washington, Strauss figured he should open an Akin Gump office in the capital. That grew to hundreds of lawyers, far more than worked at the home office, in a DuPont Circle building bearing Strauss's name.
With Strauss and Clinton friend Vernon Jordan its biggest names, the Washington office at first had a Democratic coloration. But Bill Paxon (once considered a future Republican speaker of the House) became Akin Gump's dominant figure after joining the firm in 1999, following his surprise retirement from Congress at age 44. Strauss last year won the lobbyist race to hire another big-time Republican, Tommy Thompson, upon his resignation as HHS secretary. Like most modern lobbying firms, it does not take sides in politics, ideology or global competition.
In the Washington world of big-time lawyers and lobbyists, there are no permanent alliances or enmities
Money talks in Washington, and it does not matter much who does the paying.

It's clear why VeriChip wants Thompson. He's a mover and shaker from the Bush administration. As secretary, Thompson helped shape the country's homeland security initiatives, such as preparing for biological or biochemical attack.
The technology can be used to grant or deny access to buildings and secure areas, and has "real-time location and tracking capabilities," [ Ed: only by data-tracking; see here ] according to the company's Web site.
