EU in tandem with another leader
2.
Lamb with 2 horns ( not from the EU ) to work with the EU Union Minister of Foreign Affairs ?
2 horned lamb not yet revealed .....
we do not think he will be from the EU at all

When the Union Minister of Foreign Affairs position of the EU is established , that person will be working in cooperation with whoever has charge over
1. NATO (Scheffer) and
2.Terrorism ( de Vries) and also
3. The Euro Force ( Solana )

MOST LIKELY there will be a man in command over all of those three forces through NATO . We believe that that man will not be from the EU, but a leader over his own country and superpower forces. He will be the False Prophet from another country.

This NWO Force will be a MNF ( multi-National Force ) of which the Bible refers to as
"the terrrible of the nations". ( Ezekiel 29 --31 )
The "lamb with 2 horns" will command the MNF with the backing of the EU and the UN. We believe that that man will be the
False Prophet calling fire down from heaven.

Currently in 2006, NATO is morphing into a global force, starting with Afghanistan.
NATO has at its command multinational forces. NATO works with U.N. consensus.
(now called "
The Community of Democracies" as of March 19, 2004)

The EU Union Minister of Foreign Affairs will form global policy and align with the militarism of the major Superpower ( high-tech warfare ... "Son of Star Wars" space theatre )

Whoever that other person is with the "two horns as a lamb" (Rev. 13:11) would then endorse and enforce the policies of the Union Minister of Foreign Affairs residing at the EU.

Does one horn of the False Prophet represent leadership over global
military forces ;

and the other horn representing leadership over his own nation?
Revelation 13: 11
. Time will tell.

Who then will be able to make war with the beast, who combines the EU forces with the
NATO - MNF forces and also with the high-tech military Star Wars ( " Brilliant Pebbles " )
of the major super power of the "lamb with two horns" ?

EU wants to work with multinational forces --September 14, 2003
"underlined EU vision aimed at strengthening the United Nations by promoting multilateralism. Both agreed that the EU influence in the UN is expected to increase further when the European bloc expands to 25 countries from the current 15 next year.

Together the Union Minister of Foreign Affairs , and the other leader with two horns, would control all the armies of the world. Who can make war with the beast ??
Rev. 13:4

NATO to take over in Iraq ? July 9, 2003
WASHINGTON -- With American costs and casualties mounting in Iraq, the Bush administration is showing new interest in putting NATO in charge of the military occupation as a way of scaling back the U.S. troop commitment, U.S. and NATO officials say.
Such a change would discomfit some administration hard-liners, as it would force the United States to share decision-making on Iraq with European leaders who opposed the U.S.-led invasion, analysts said. It might also require seeking a mandate from the United Nations Security Council, which the United States failed to get before launching the war to topple Saddam Hussein.
But as the single most powerful nation in NATO, the United States would retain military command while spreading the burden and costs among a number of nations, thereby easing demands on overstretched American forces, diplomats said.

For EU and NATO,  a race for influence--On Tuesday Feb. 22, 2005 President George W. Bush will make the first stop by an U.S. president to the European Commission, the EU's executive branch.

In Conclusion:

So the two person who we feel that will fulfill Biblical prophecy ( Revelation 13 ) will be :
1. The Union Minister of Foreign Affairs ( EU ...the Eighth King of Revelation 17 ) ..and
2. The "lamb with two horns" ... head over the high-tech military Superpower;
and also commander-in-chief of the Multi-National Forces .
Through militarism he calls "fire down from heaven"in the sight of the Beast.

The NEW UMFA will deal with "Security" issues.
He will also direct the aid programs.

While many have their eyes on the EU Council President ( full time, permanent ), it is our feeling that the NEW Union Minister of Foreign Affairs will play the most significant role.

Who will be the "one voice" for the one-world , speaking from Europe and the UN Security Council ?

It is feasible that the NEW Foreign Minister person could be referred to as "Prime Minister" [ "Premiere" ] but we don't know yet.

France wants stronger EU to keep America in check -- Nov. 6, 2004
Graham Watson, MEP, the leader of the European Liberal group, said Mr Bush had the effect of drawing Europeans together, making them more conscious of their own distinctive moral brand and view of the world.
"There are clear differences over Kyoto, the international criminal court, not to mention Iran and North Korea. There is a heightened perception that Europe is becoming a community of values rather than just a market, which is going to force Britain to decide which side of the Atlantic it is on," he said.

The European constitution signed with a fanfare in Rome last week

foreign minister backed by an EU diplomatic service.
Brussels already has a large military staff to co-ordinate a 60,000-man rapid reaction force which has been used in Balkans and central Africa.

Kroes for small business ( conservative)
In the interviews on Wednesday, Mrs Kroes pledged a thorough reform of the EU's state aid rules - to steer them away from "lame duck" national giants and toward dynamic, smaller companies.
"I am talking about less and better state aid, focusing on those regions that really need state aid ... focusing on risk capital, research and innovation and on small- and medium-sized companies", said the Dutch Commissioner.

Who will lead the EU ? Oct. 21, 2005

The other vision is of a Europe where sovereignty is truly shared in defined areas. This requires that the exclusive right of legislative initiative remain with the commission, that majority voting be encouraged in the European Council (the body that groups EU heads of government), and that rules and agreements be enforced.

Europe can also do much more to develop the Common Security and Foreign Policy. In this respect, Europe's leaders should look at the realities of public opinion rather than being paralyzed by inaccurate perceptions of it: In the most recent Eurobarometer poll there was overwhelming support in every member state for
"an independent EU foreign policy" (82 percent) and an EU foreign minister (67 percent )

Solana paves the way for the "one voice" -- Aug. 11, 2006 ..a pragmatist seeking results
Solana's attempt to raise the EU's profile in the Middle East and beyond comes as it struggles to match its lofty foreign policy intentions with tangible results, trying to show that soft power can be a viable alternative to U.S. military might
Others say he can have a fierce temper and has reduced some colleagues to tears. EU officials say that his temper is a result of his strong desire to get things done.  Working from the Consilium, a shabby sand-colored building that is one of Brussels's main seats of power, Solana has developed an embryonic EU foreign ministry with a staff that has doubled since 1999 to about 300

Iran threatens Europe with nukes; April 26, 2006
Will this bring up the global anti-nuke person ?

JERUSALEM (Reuters) - Iran has received a first shipment of missiles from North Korea that are capable of reaching Europe, Israel's military intelligence chief was quoted on Thursday as saying.
Known in the West as BM-25s, the Russian-designed missiles have a range of around 1,500 miles, giving them a longer reach than the Iranian-made Shihab-4 missiles which are capable of hitting Israel.

Europe : Weak Leaders -- Oct. 1, 2005
A Europe that is stalled while national decisions are made over who will govern Germany, what will follow Berlusconi, who will replace Chirac, and when Blair will go, is not conducive to a renewal of the Atlantic alliance after its unprecedented crisis over Iraq. At the very moment when President George W. Bush has discovered the European Union and urged that such renewal be pursued not bilaterally but multilaterally - with the EU, and between the EU and NATO - Europe may be missing in action

Forebodings :
"The war in Iraq ... has resulted in a strategic catastrophe for the United States - with the painful end still not in sight.
A war in Iran would set the region on fire, unleash a world-wide wave of anti-US and anti-Israeli terror,
expose US forces in Iraq and Afghanistan to devastating attack, put intolerable strain on the trans-Atlantic relationship between Europe and the US, endanger the oil flow from the Gulf, and trigger a worldwide economic recession. [ Gerhard] Schroder's top aid to become foreign minister in the next cabinet led by CDU leader Angela Merkel.
SPD party chief Franz Muntefering on Thursday (13 October) announced the choice of Frank-Walter Steinmeier, the current chief of Mr Schroder's chancellory, to lead Berlin's foreign ministry.
