massive natural disasters and attacks -- a notion that could

Three Canadian warships and
a Coast Guard vessel packed with relief supplies set sail for the
hurricane-stricken US city of New Orleans Tuesday.
The ships, which are due to arrive at the US Gulf Coast by the

The Canadians can speak English, and are the troops being
used to go from door to door in
New Orleans ordering the evacuation. They are under the
directorates of NORAD.

Convoys to the U.S. -- Sept. 7, 2005
Large Mexican flags were taped to many of the 35
green-painted Mexican army
trucks and tractor trailers as they rumbled northward,
in what apparently will be the first Mexican military
unit to operate on U.S. soil since 1846.
The trucks, carrying 195 unarmed soldiers
[ Ed: but were there guns made
avilable to the convoy ?? ] , officers and
specialists, were expected to arrive in Laredo, Texas,
sometime Wednesday. From there they are to proceed to Houston,
where they will apparently be used to produce water and hot
meals.
Mexico was planning another 12-vehicle aid convoy to leave
Tuesday or Wednesday and already has a
Mexican navy ship steaming toward the Mississippi coast with
rescue vehicles and helicopters.

Foreign Secretary Luis Ernesto Derbez has said
Mexico is setting up consular offices in trailers around
the disaster zone to help some of the estimated 140,000 Mexicans
who live in the region, 10,000 of them in New Orleans.
In addition, help was offered by a search-and-rescue group
called ``topos'' - which translates as ``moles''
- organized by youths who dug through collapsed buildings

Bush advocated a national plan, and the
president said he appreciated the information, which he would
take back to Washington.
Bush also said that whether and when the Department of
Defense would become the lead agency in a disaster response
would be a "very important question for Congress to
consider."
Bush got an update about the federal hurricane response from
military leaders at Randolph Air Force Base. He heard from Lt.
Gen. Robert Clark, joint military task force commander for
Hurricane Rita, and Maj. Gen. John White, a task force member,
who described search and rescue operations after Hurricane
Katrina as a "train wreck
Part of the reason I've come down here, and part of the reason I
went to Northcom, was to better
understand how the federal government can plan and surge
equipment, to mitigate natural disasters," Bush said
Sunday.
"It's precisely the kind of information that I'll take back
to Washington to help all of us understand how we can do a better
job in coordinating federal, state and local response."
Under the existing relationship, a state's governor is
chiefly responsible for disaster preparedness and response.
Governors can request assistance from the Federal Emergency
Management Agency.
If federal armed
forces are brought in to help, they do so in support of FEMA,
through Northern Command, set up as part of a military
reorganization after the attacks of September 11, 2001.

is what was needed after Hurricane Katrina. Local and state
authorities know the local situation, and are directly answerable

Witt wants more State authority and less military
An Arkansas native who headed FEMA under President
Clinton, Witt says he's concerned that putting the military in
charge would take authority away from state leaders, the Arkansas
Democrat-Gazette reported Saturday.
"A governor of a state is responsible for the people of a
state," Witt said in a telephone interview from Louisiana.
"I don't think it's necessary to tax the military with even
more than what they're already doing. "
Witt says he believes FEMA should be removed from the Department
of Homeland Security.

emergency meeting to study "a stronger logistical
and transport role" for the 26-nation defence
alliance in shifting the mass of pledged European

a clearing house for European offers of help to Katrina victims
ranging from medical supplies, tents, water purification and
high-speed pumps to diapers, gloves and coats.

If Blackwater's reputation and record in Iraq are any indication
of the kind of services the company offers, the people of New

Media barred from New Orleans --- September 10, 2005
Baton Rouge - The military will bar journalists and
photographers from documenting the recovery of bodies left
littering New Orleans by Hurricane Katrina, the army general in
charge said on Friday.
Lieutenant General Russel Honore, the commander of the relief
operation on the United Sates Gulf Coast, said that while the
military had allowed reporters covering the catastrophe free
rein, it was now slamming the door shut out of respect for the
possibly thousands of victims and their families.

and they have respected propriety as concerning dead bodies. So
the military isn't really addressing an issue here, that we can
