US to make plutonium 238 -- June 27, 2005

The Bush administration is planning the government's first production of plutonium 238 since the cold war, stirring debate over the risks and benefits of the deadly material. The substance, valued as a power source, is so radioactive that a speck can cause cancer.
Federal officials say the program would produce a total of 330 pounds over 30 years at the Idaho National Laboratory, a sprawling site outside Idaho Falls some 100 miles to the west and upwind of Grand Teton National Park in Wyoming. Officials say the program could cost $1.5 billion and generate more than 50,000 drums of hazardous and radioactive waste.

Project managers say that most if not all of the new plutonium is intended for secret missions and they declined to divulge any details. But in the past, it has powered espionage devices.
The real reason we're starting production is for national security," Timothy A. Frazier, head of radioisotope power systems at the Energy Department, said in a recent interview.
He vigorously denied that any of the classified missions would involve nuclear arms, satellites or weapons in space....

American scientists are developing hypersonic cruise missiles that will fly 10 times faster than current rockets, penetrate concrete armouring and could be launched from any site in the world.
The missiles would have a range of 9,000 miles, more than a third of Earth's circumference and be able to reach their targets within two hours. First prototypes are expected to be tested next year, though the missile is not expected to be deployed until the end of the decade.

'The new missiles could strike pretty much anywhere within a couple of hours,' said Graham Warwick, Americas editor of Flight International . 'Current cruise missile have to be carried on a B52 bomber. That involves planning and takes at least 24 hours.

MOAB tested at Elgin Air Force Base --Nov. 19, 2003

The Air Force plans to detonate a 21,700-pound satellite-guided GBU-43/B Massive Ordnance Air Blast Bomb, or MOAB, on Thursday at Eglin Air Force Base in the panhandle of northwestern Florida, said Jake Swinson, a spokesman for the Air Armament Center at the base.
The huge conventional bomb will be dropped from an MC-130 Combat Talon cargo plane onto a test range at the base, Swinson said.
The MOAB spreads a flammable mist over the target, then ignites it, producing a highly destructive blast.

The new Massive Ordnance Air Blast, or MOAB, was dropped from a military transport plane over a test site at Eglin, 60 miles east of Pensacola, Florida, just after 2 p.m.
It was the final test of the new Massive Ordnance Air Blast, or MOAB, and the first to use actual explosives. Two previously undisclosed tests, one in February and one on Friday, were inert.

MOAB, privately known in military circles as "the mother of all bombs," has been under development since late last year. The bomb carries 18,000 pounds of tritonal explosives, which have an indefinite shelf life. It replaces the Vietnam-era "Daisy Cutter," a 15,000-pound bomb with 12,600 pounds of the less-powerful GSX explosives.
As originally conceived, the MOAB was to be used against large formations of troops and equipment or hardened above-ground bunkers. The target set has also been expanded to include deeply buried targets.
But military officials tell CNN that the MOAB is mainly conceived as a weapon employed for "psychological operations." Military officials say they hope the MOAB will create such a huge blast that it will rattle Iraq troops and pressure them into surrendering or not even fighting. Officials suggest perhaps the Iraqis might even mistake a MOAB blast for a nuclear detonation.

     LONDON — An electric "force field" for armored vehicles that vaporizes anti-tank grenades and shells on impact has been developed by scientists at Britain's Ministry of Defense.
The "electric armor" has been developed in an attempt to make tanks and other armored vehicles lighter and less vulnerable to grenade launchers such as those used by Taliban and al Qaeda fighters in Afghanistan.
     It could be fitted to the light tanks and armored personnel carriers (APCs) that will replace the heavy Challenger II tanks and Warrior APCs in one of the two British armored divisions.
     The ubiquitous RPG-7, a rocket-propelled grenade, can be picked up for a mere $10 in many of the world's trouble spots and is capable of destroying a tank and killing its crew
When the grenade hits the tank, its "shaped-charge" warhead fires a jet of hot copper into the target at about 1,000 mph. It is capable of penetrating more than a foot of conventional solid-steel armor.
     The new electric armor is made up of a highly charged capacitor that is connected to two separate metal plates on the tank's exterior. The outer plate, which is bulletproof and made from an unspecified alloy, is grounded, and the insulated inner plate is live.
     The electric armor runs off the tank's power supply. When the tank commander feels he is in a dangerous area, he simply switches on the current to the inner plate.

The Phantom Works, Boeing's prototyping organisation, has raised the possibility of plasma-based directed-energy weapons equipping a future breed of hypersonic aircraft platforms, such as those favoured for research and development by the Bush administration.

George Muellner, vice president and general manager of the Phantom Works, said that it should prove feasible to "skim off" some of the plasma that forms naturally around a M8.0 aerospace vehicle for use by an onboard directed-energy weapon.

Plasmas are ionised gases found naturally in lightning discharges and are commonly used in neon light tubes. They also build around the nose and leading edges of hypersonic vehicles and space re-entry systems as the air in front of them is shocked to high temperature. ........

In the early 1990s, the US Air Force was preparing tests at Kirtland Air Force Base, New Mexico, designed to lead to a ground-based plasma-weapon in the late 1990s capable of firing plasma bullets at incoming ballistic missile warheads. The enabling technology was a 'fast capacitor bank' called Shiva Star that could store 10 million joules of energy and release it instantaneously. Officials anticipated firing bullets at 3,000km/sec in 1995 and 10,000km/sec - 3% of the speed of light - by the turn of the century. EGLIN AIR FORCE BASE, Fla.
Seven of Germany's Russian-designed MiG-29 Fulcrum fighters and their air-to-air missiles will be tested at this Florida Panhandle base over the next couple months.

The
Luftwaffe jets were inherited from East Germany when it reunited with West Germany after the Cold War. They are scheduled to begin arriving May 9 with their German pilots and ground crews.
The testing will be part of a continuing program by the U.S. and German air forces to find out what the MiG-29s can do in combat, said Lt. Col.
Scot Brown, director of advanced programs for the Eglin-based 28th Test Squadron.

While here, the MiGs are expected to fly about 300 sorties including live-fire tests of AA-10 Alamo radar-homing and AA-11 Archer heat-seeking missiles. The weapons will be fired at target drones launched over the Gulf of Mexico from Tyndall Air Force Base, about 50 miles east of Eglin.
Brown said the evaluation is important because the Luftwaffe soon will replace the MiG-29s with the delta-wing Eurofighter

It was the first firing from a submarine fitted with the new Submarine Command System, which will be widely fitted to all Royal Navy submarines," he said. "It is also the first use of a joint U.S./U.K. version of the Advance Tomahawk Weapon Control System software, which promotes commonality and interoperability between the Royal Navy and U.S. Navy."
The missile, guided by satellite and a digital mapping system, landed by parachute after a simulated aerial detonation over its target at Eglin. U.S. Navy ships and submarines have used ranges at Eglin, the Air Force's largest base, covering 724 square miles, for Tomahawk tests since 1985.

Jane's Defense Weekly reported last week that the Israeli Air Force (IAF) is interested in deploying some
of its combat aircraft in the United States for regular flight training.  According to Jane's, the IAF outlined a plan to station a detachment of Israeli fighter aircraft on a US Air Force base by 2002.  Israel Air Force Commander Maj.-Gen. Dan Halutz told Jane's that Israeli pilots would be continually rotated for training missions.

The Israelis want to make use of the large land area and airspace of American Air Force bases to improve pilot readiness with realistic combat exercises and training for long-range air strikes.  The limited land mass of the entire state of Israel, 20,330 sq. km (7,849.46 sq. miles), does not approach, for example,
the size of the
Eglin Air Force Base on the Florida panhandle, with a total area of 255,598.15 sq. km
(98,687 sq. miles). 
The stationing of the fighters in America would also naturally increase opportunities for
joint combat training with the US Air Force. 
No final decision to station IAF aircraft in the US has been made by either the US Department of Defense or the Israeli Ministry of Defense.

NEVADA to store nuclear wastes [Yucca Mountain ]

WASHINGTON — President Bush accepted a recommendation from his energy secretary that Yucca Mountain in Nevada become the repository for 77,000 tons of highly radioactive waste from nuclear plants around the country, White House officials announced Friday.


"The Yucca site is expected to handle thousands of tons of used reactor fuel rods, which now are kept at 103 commercial power reactors in 31 states, and highly radioactive defense waste now stored in eight states."......

"About 40,000 tons of used reactor fuel, which will remain highly radioactive for as long as 10,000 years, currently sit in waste pools and concrete bunkers at 103 commercial power reactors in 31 states.
Power plants produce about 2,000 tons of used reactor rods a year. "
