"The war on terror will undoubtedly force some kind of electronic compromise like the VeriChip -- or something similar. The technology has existed for years, but until now, resistance to the idea from privacy advocates and from Christians wary of the Mark of the Beast has kept it in the realm of the theoretical.
If such a system WERE to be embraced by the US, it would significantly downgrade al-Qaeda's war-making ability. If EVERY person who entered the USA were required to accept an RFID chip in order to be able to get a job or buy a newspaper, it would work like an anti-terrorist innoculation.

If it were embraced globally, say, through the United Nations, or a similarly respected global governmental group, it would immediately put an end to terrorism.
If every man, woman and child born to this earth or living on it now were required to open a cashless bank account via RFID chip in order to buy food or get a job in order to get paid, no known terrorist could ever get near a target.

And any unknown terrorist, once identified, would be similarly neutralized as a threat.

Unlike the Predator combat drones used in recent years by US forces in Afghanistan and Yemen to assassinate suspected Al-Qaeda members, those used by the Arizona border patrol will not carry any weaponry, Reuters reports.
The drones weigh about 1,000 pounds, have a wingspan of 35 feet and can fly up to 120 miles per hour. They will patrol at 12,000 to 15,000 feet and have a ceiling of up to 19,000 feet. They can stay aloft for 20 hours at a time and can detect movement from 15 miles up, read a license plate and view a vehicle's occupants, officials told the AP.
The drones will focus in on a 220-mile western stretch of the Arizona border that includes an Indian reservation, a wildlife refuge and a military range. According to CNN, other recent additions to the Patrol's technological war chest include tower-mounted cameras, ground sensors, night-vision goggles and portable lifts that let agents view down lines of highway traffic.

 Data-mining technology can sift through massive amounts of information to uncover hidden patterns and subtle relationships to make predictions.
The Education, Defense, Homeland Security, Veterans Affairs, Health and Human Services, Interior, Labor, Justice, and Treasury departments are among those that use the contentious new technology to detect criminal or terrorist activity; manage human resources; gauge scientific research; detect fraud, waste and abuse; and monitor tax compliance.
    The audit released yesterday shows 36 data-mining programs collect and analyze personal information that is purchased from the private sector, including credit reports and credit-card transactions. Additionally, 46 federal agencies share personal information that includes student-loan application data, bank-account numbers, credit-card information and taxpayer-identification numbers.

Consumer technology for NOAA's system, called Specific Area Message Encoding (SAME), reached the market in April and will be popping up on numerous consumer products with a "public alert" logo, said Jenny Miller, spokeswoman for the Consumer Electronic Association.
The devices soon will be spread throughout homes including in home security systems, telephones and battery-operated television remote controls, in case electricity is lost.

Weather-radio Alert Systems

Once popular mainly with weather geeks and people in tornado country, the humble weather radio is enjoying a renaissance across the country. The number of transmitters nationwide has doubled to 900 since 1994, and the National Weather Service recently dedicated two new stations in Washington. The types of warnings broadcast via the system also have expanded dramatically.

Now, in addition to 24/7 weather news, weather radio sends out alerts for volcanic eruptions and mudflows, floods, tsunamis, gas leaks, toxic chemical spills and the Amber alerts issued when children are missing. The Department of Homeland Security also plans to use weather radio to help sound the alarm in case of a terrorist attack, and is studying Washington's setup as a model for the country, said Ted Buehner, of the National Weather Service in Seattle
Today, the entire process is increasingly automated. Warnings from weather radio feed in to the Emergency Alert System, which notifies commercial radio and television stations

That's the type of system the Homeland Security Department hopes to develop nationwide,
to allow almost instantaneous warnings of everything from a dirty-bomb attack to power line sabotage.

A federal appeals judge said Monday it would be "a sea change" in the Constitution to allow the Bush administration to designate a U.S. citizen suspected in an alleged dirty bomb plot as an enemy combatant.
But Judge Barrington D. Parker Jr. said he believed the power to designate a U.S. citizen as an enemy combatant rested with Congress, rather than the president.
Giving such power to the executive branch with only limited review by the courts, he said, would be "a sea change in the constitutional life of this country and ... unprecedented in civilized society."

Amtrak increased patrols of its police force and canine units, spokesman Dan Stessel said. Electronic surveillance of bridges and tunnels was intensified, he said. And the company reinforced its message to Amtrak  employees to report suspicious activities to police.

Congress left undisturbed a separate but similar $64 million research program run by a little-known office called the Advanced Research and Development Activity, or ARDA, that has used some of the same researchers as Poindexter's program
Poindexter aimed to predict terrorist attacks by identifying telltale patterns of activity in arrests, passport applications, visas, work permits, driver's licenses, car rentals and airline ticket buys as well as credit transactions and education, medical and housing records.
The research created a political uproar because such reviews of millions of transactions could put innocent Americans under suspicion. One of Poindexter's own researchers, David D. Jensen at the University of Massachusetts, acknowledged that "high numbers of false positives can result."

People with direct knowledge of the contracts told the AP that the surviving programs included some of 18 data-mining projects known in Poindexter's research as Evidence Extraction and Link Discovery.
Poindexter's office described that research as "technology not only for `connecting the dots' that enable the U.S. to predict and pre-empt attacks but also for deciding which dots to connect." It was among the most contentious research programs.
