Clandestine transporting of enemy
combatants:
Proxy flight N8068V --
Don't look for tail number N379P if you are
seeking a clandestine transporter of enemy combatants to
undisclosed locations for Extraordinary Rendition, i.e.,
delivery of detainees to foreign locations for advanced
interrogation. A straightforward open source analysis reveals
that N379P is now N8068V, same
serial number (581), same owner (Premiere Executive Transport Services Inc.), and one might surmise, the same purpose, (And
when someone awakes to the public recognition of this datum,
expect it to change again, or change ownership, or contract
provider, and possibly the aircraft.)

Swedish Report-- "Broken Promise"
...stopover Shannon, Ireland
The flight path regularly originates in North Carolina,
the jet proceeds to Dallas airport where it picks up agents and
continues its journey to Europe. A stop-off is made in one or
more allied countries, notably Saudi Arabia, Pakistan, Israel,
Jordan, Egypt and Afghanistan, according to the Swedish
investigation.
The Israeli government redefined torture as "moderate
physical pressure" but now the Bush administration stretched
the concept to include pain until death [
no limits ] and Bybee was rewarded by Bush with a
nomination to become a federal judge. President Bush himself then
confirmed the government's derogation from international
standards of justice in February 2002, announcing a green light
for the use of extreme measures: "I determine that none of
the provisions of Geneva apply to our conflict with al-Qaeda in
Afghanistan or elsewhere throughout the world."
The Bush administration, flouting international law, has
arguably laid the groundwork for a similar state terror network.
[ Similar to South American
"Condor" state terror network ]
Fredrik Laurin, a Swedish journalist who worked on the
"Broken Promise", a documentary following the fate of
the two Egyptians, tracked the movements of the private jet which
took the suspects from Sweden to Egypt, discovering that Shannon
was among the stopover points.

At last .... peace and safety ???? -- Nov. 4, 2004
"The war on terror will undoubtedly force
some kind of electronic compromise like the VeriChip -- or
something similar. The technology has existed for years, but
until now, resistance to the idea from privacy advocates and from
Christians wary of the Mark of the Beast has kept it in the realm
of the theoretical.
If such a system WERE to be embraced by the US, it would
significantly downgrade al-Qaeda's war-making ability. If EVERY
person who entered the USA were required to accept an RFID chip
in order to be able to get a job or buy a newspaper, it would
work like an anti-terrorist innoculation.
If it were embraced globally, say, through the United Nations,
or a similarly respected global governmental group, it would
immediately put an end to terrorism.
If every man, woman and child born to this earth or living on it
now were required to open a cashless bank account via RFID chip
in order to buy food or get a job in order to get paid, no known
terrorist could ever get near a target.
And any unknown terrorist, once identified, would be similarly
neutralized as a threat.

LiveWave, helmet cams
and total surveillance --
September 6, 2004
In the past, dispatchers had to verbally describe suspects
and situations over radio calls. Advances in wireless
networks and handsets now allow either portions of the
surveillance film or still images taken from the film to be beamed
directly to sophisticated mobile phones, personal digital
assistants or laptop computers carried by officers or private
security guards on the front line.
At the concert, it was much more efficient for plainclothes
officers to receive images over Orange SPV smart phones or other
portable devices
LiveWave supplied law enforcement officers in
federal buildings in New York City near the Republican convention
site with "helmet cams," cameras on headgear
that allowed police officers on foot or horseback to film what
they were seeing and wirelessly transmit the information.
Consumers can also use the convergence of mobile and surveillance
video to protect their property..... The device can be placed
inside a home or boat and programmed to take images
automatically and send a photo over the cellphone network to the
owner.
In the United States, an increasing number of cities and towns
are asking for and receiving federal money to set up video
surveillance in public places and transmit the film to police
stations and mobile police units, said David Shatzkes, vice president
for government services at Computer Horizons, an information
technology services company based in Mountain Lake, New Jersey.
Police officers or security guards "can't be
everywhere, but cameras can," Shatzkes said.
"So in a sense Big Brother will be watching you."

Required ID cards ... Barcoded Driver's License
WASHINGTON D.C. -- Walk into one of New Jersey's 45 motor-vehicle
offices to get a drivers license and you're instantly
under surveillance by closed-circuit TV and an
undercover officer. Even before you get in
line, a state worker checks your passport, birth
certificate or other required documents.
When you get your license, you'll notice a bar code on the back
that police officers can read with electronic scanners to verify
your identity -- one of 22 security features built into the
card.
And forget about renewing your license by mail: Everyone
now must show up
A new homeland security law passed
by Congress requires the federal government to work with states
over the next 18 months to devise new security standards for
drivers licenses and identification cards
But skeptics say new restrictions on drivers licenses
could mean new hassles for consumers -- higher costs, unnecessary
delays and a hefty dose of Big Brother
-- without really improving security.
Most chilling to some is the requirement that the licenses have
"common machine-readable identity information,"
[ standardization] such
as a magnetic strip or, in the case of New Jersey, a bar code.
"Is the government literally going to be watching
you?" ( 3 guesses
) said Cheye Calvo of the National Conference of State
Legislatures. "That's a big deal because when you get into federal
standards, you're walking a very thin line from turning a
drivers license into a national identification card."
Most countries experiencing a high rate of terrorism have
a national ID, and one-third of those use biometric identifiers,
according to the ACLU. The new licenses will give the federal
government another way to keep track of citizens while creating a
false sense of security, Johnson said

Spying on the citizenry
But that's not good enough for secrecy expert Steven Aftergood,
who oversees a project on government secrecy for the Federation

he said.
Adds Marc Rotenberg, executive director of the Electronic Privacy
Information Center in Washington:
"As a general matter, when there are systems of
public surveillance, there needs to be public oversight."
Geospatial intelligence is the science of combining
imagery, such as satellite pictures, to physically depict
features or activities happening anywhere on the planet
But now the agency's new Americas Office has
been called on to assemble visual information on more
than 130 urban areas, among scores of
other assignments, including maps of the national mall, the
country's high-voltage transmission lines and disaster exercises.
Sometimes, agency officials may cooperate with private groups,
such as hotel security offices, to get access to video footage of
lobbies and hallways.( Ed. note: Do you
think they would admit to hotel rooms ??)
If they deviated from their own rules, how would it be
discovered?" asks secrecy expert Aftergood. "I am not
satisfied that they have an answer to that question."

Unlike the Predator combat drones used in recent years by

Al-Qaeda members, those used by the Arizona border patrol will
not carry any weaponry, Reuters reports.
The drones weigh about 1,000 pounds, have a wingspan of 35 feet
and can fly up to 120 miles per hour. They will patrol at 12,000
to 15,000 feet and have a ceiling of up to 19,000 feet. They can
stay aloft for 20 hours at a time and can detect movement
from 15 miles up, read a license plate and view a vehicle's
occupants, officials told the AP.
The drones will focus in on a 220-mile western stretch of
the Arizona border that includes an Indian reservation, a
wildlife refuge and a military range. According to CNN, other
recent additions to the Patrol's technological war chest include
tower-mounted cameras, ground sensors, night-vision goggles and
portable lifts that let agents view down lines of highway
traffic.

'Armageddon Plan '--
Crisis Management
--April 7, 2004
Editor
note: This is really a "crisis-plan", or a
"Magog-plan" but rest assured, it will be implemented
long before
Armageddon, by about 3 and 1/2 to 4 years earlier.
"Armageddon" is a misnomer.
Nightline" expands on a book by James
Mann that detailed the birth of the program, named
"Continuity of Government," during
the Reagan administration. Under the plan, if the United States
were facing a nuclear attack, three teams of 50 federal officials
would be sent from Washington to locations across the country --
each with a Cabinet member who was prepared to become president.

It alerts the community by
warning tones and voice messaging that indicates
exactly the nature of the emergency.
The new system has the capability to add more speaker
pods in the future and can also be networked with
other outdoor warning systems within the county.
The sounding system is currently activated to warn for tornados
and flash floods. Although it does have the capabilities to warn
for severe weather, evacuation
procedures and terrorist attacks. In
conjunction with the fire department, the outdoor warning
system is activated for fire and EMS calls during the day.
This is one way to notify first responders of an emergency
and it also indicates to community residents that emergency
vehicles will be entering and leaving
The system is operated and controlled by an encoder located in
the fire hall.
I am also able to activate the system from my vehicle
anywhere in the county with the use of a radio, Burkhart
said.
To enhance warning capabilities, an alert monitor
has been placed at Southeast Schools to work in conjunction with
the outdoor warning system.
When activated the alert monitor at the school will indicate an
audible alarm with text messaging
advising the nature of the emergency.

Weather-radio Alert Systems
Once popular mainly with weather geeks and people in tornado
country, the humble weather radio is enjoying a renaissance
across the country. The number of transmitters nationwide has
doubled to 900 since 1994, and the National Weather Service
recently dedicated two new stations in Washington. The types of
warnings broadcast via the system also have expanded
dramatically.
Now, in addition to 24/7 weather news, weather
radio sends out alerts for volcanic eruptions and mudflows,
floods, tsunamis, gas leaks, toxic chemical spills and the Amber
alerts issued when children are missing. The Department of
Homeland Security also plans to use weather radio to help sound
the alarm in case of a terrorist attack, and is studying
Washington's setup as a model for the country, said Ted Buehner,
of the National Weather Service in Seattle
Today, the entire process is increasingly automated.
Warnings from weather radio feed in to the Emergency Alert
System, which notifies commercial radio and television stations
That's the type of system the Homeland Security Department hopes
to develop nationwide, to allow almost instantaneous
warnings of everything from a dirty-bomb
attack to power line sabotage.
Eventually, Swanson predicts, warnings from weather radios will
be transmitted via cell phones, laptops and personal digital
assistants.

By 2005, Mr. Talbot estimates that nursing home companies
will be selling at least 500,000 per year. This would translate
to at least $125-150 million in relatively high margin revenues
for Beverly and any other Digital Angel marketing partners. For
Digital Angel, Mr. Talbot estimates that 500,000 units would mean
$250 million in revenues and gross profit margins in the 70
percent range.
This projection excludes other potential markets for Digital
Angel Corp. such as medical devices or
U.S. homeland security, he said.

Trying to define "combatant" -- Nov. 18, 2003
A federal appeals judge said Monday it
would be "a sea change" in the Constitution
to allow the Bush administration to designate a U.S. citizen suspected
in an alleged dirty bomb plot as an enemy combatant.
But Judge Barrington D. Parker Jr. said he believed the
power to designate a U.S. citizen as an enemy combatant rested
with Congress, rather than the president.
Giving such power to the executive
branch with only limited review by the courts, he said, would be
"a sea change in the constitutional life of this country and
... unprecedented in civilized society."
Said Judge Rosemary S. Pooler .... "As
terrible as 9/11 was, it didn't repeal the Constitution."
Jenny Martinez, a Stanford Law School professor who argued
on Padilla's behalf, said the government believed it
could designate anyone, even a citizen, an enemy combatant at any
time.
"This new power government is looking for is
entirely unprecedented,"
she said.

Quarantining dissent: How the Secret Service protects Bush from

"terrorists" defined as anyone who is not
politically-correct;
who is pro-First
Amendment (free speech) ; can be seen, but not heard
Whatever happened to 'I don't agree with
you, but I'll defend to the death your right to say it'?"
Attempts to suppress protesters become more
disturbing in light of the Homeland Security Department's
recommendation that local police departments view critics of
the war on terrorism as potential terrorists. In a May
terrorist advisory, the Homeland
Security Department warned local law enforcement agencies to keep
an eye on anyone who "expressed dislike of attitudes and
decisions of the U.S. government." If police vigorously
followed this advice, millions of Americans could be added to the
official lists of suspected terrorists.
One of the most violent government responses to
an antiwar protest occurred when local police and the federally
funded California Anti-Terrorism Task Force fired
rubber bullets and tear gas at peaceful protesters and innocent
bystanders at the Port of Oakland, injuring
a number of people.
......
Such aggressive tactics become more ominous in the
light of the Bush administration's advocacy, in its
Patriot II draft legislation, of nullifying
all judicial consent decrees restricting state and local police
from spying on those groups who may oppose government policies.
On May 30, 2002, Ashcroft effectively abolished
restrictions on FBI surveillance of Americans' everyday lives
first imposed in 1976. One FBI internal newsletter encouraged FBI
agents to conduct more interviews with antiwar activists
"for plenty of reasons, chief of which it will enhance
the paranoia endemic in such circles and
will further service to get the point across that there
is an FBI agent behind every mailbox."
this is a net that could catch almost any group or
individual who falls into official disfavor.

ARDA -- Feb. 23, 2004
Congress left undisturbed a separate but similar
$64 million research program run by a little-known office called
the Advanced Research and Development Activity, or ARDA,
that has used some of the same researchers as Poindexter's
program
Poindexter aimed to predict terrorist attacks by identifying
telltale patterns of activity in arrests, passport applications,
visas, work permits, driver's licenses, car rentals and airline
ticket buys as well as credit transactions and education, medical
and housing records.
The research created a political uproar because such reviews of
millions of transactions could put innocent Americans under
suspicion. One of Poindexter's own researchers, David D. Jensen
at the University of Massachusetts, acknowledged that "high
numbers of false positives can result."
People with direct knowledge of the contracts told the AP that
the surviving programs included some of 18 data-mining projects
known in Poindexter's research as Evidence Extraction and
Link Discovery.
Poindexter's office described that research as "technology
not only for `connecting the dots' that enable the U.S. to
predict and pre-empt attacks but also for deciding which dots to
connect." It was among the most contentious research
programs.
Privacy advocates feared that if such powerful tools [ intensive software] were
developed without limits from Congress, government agents could
use them on any database
ARDA, the research and development office, sponsors corporate and
university research on information technology for U.S.
intelligence agencies. It is developing computer software
that can extract information from databases as well as text,
voices, other audio, video, graphs, images, maps, equations and
chemical formulas. It calls its effort

Israel,
Maryland ( D.C. area ) forge partnership in homeland security -- Nov. 2003
Israel and Maryland have formed a
partnership in Homeland security - a symbiosis of Maryland´s
facilities and Israel´s expertise. The announcement
came during the visit last week to Israel of a 27-person
delegation from Maryland headed by Gov. Robert Erlich Jr.
He is extremely interested in what Israel has to offer
in the field of homeland security. State and local
officials, in this era have to pay attention to International
affairs and terrorism - it is no longer just a federal issue. We
want our partnership to Israel to help us with emergency
preparedness, emergency medical treatment and law
enforcement," Bogage told ISRAEL21c.
To this end, Ehrlich announced during his visit the creation of
the Maryland/Israel Partnership in Homeland Security, a symbiosis
of his state´s facilities and Israel´s expertise. The
Homeland Security Partnership will include conferences, seminars
and exchange visits to examine issues such as risk analysis and
preparedness. An immediate measure announced by Ehrlich´s office
was the implementation of Israeli-developed security precautions
at Baltimore-Washington International Airport and the port of
Baltimore.
