create a center for research into the causes of terrorism, which
will open in Algiers in October, an Algerian
official revealed.
African Union leaders gathered at a summit meeting in the Ethiopian
capital "decided to create an African center

Messahel, the Algerian minister for African and Maghreb affairs.
The center will be staffed by some 20 experts and

ambassador, Jeremy Greenstock, prepared to lead a Security
Council delegation to West Africa earlier this
month to help end civil strife in the region, word came from
London and Washington that Africa's troubles would have to wait.
Greenstock was needed here to help usher a U.S.-backed resolution
lifting sanctions on Iraq through the 15-nation council.
The postponement of the seven-nation tour
underscored the degree to which the Security Council's focus on
Iraq over the last several months has overshadowed other looming
crises. But it also demonstrates how powerful nations
including the United States and Britain can monopolize the
council's attention on problems they want solved while leaving
others to fester.
Since Sept. 11, 2001, the council's priorities have shifted to
combating global terrorism and helping to rebuild countries --
Afghanistan and Iraq -- invaded by the United States. But the
agenda has been pursued at the expense of other trouble spots,
particularly in sub-Saharan Africa, where several nations,
including Liberia, Ivory Coast and Congo, are facing some
of their worst crises in years, according to some diplomats and
U.N. observers.

France has received international backing for its
intervention in its former colony, Ivory Coast (Côte
dIvoire) where a
civil war has been raging for five months. The
United Nations Security Council passed a resolution that
welcomes the deployment of Ecowas (Economic
Community of West African States) forces and French troops
and endorses the peace agreement signed by both the government
and rebels in the current civil war.
Ecowas countries have been very reluctant to be
involved in the conflict and have so far sent only 200 troops,
though this is set to increase to 1,500. Imposition of a
power-sharing government that is supposed to end the conflict is
very much a French effort, whose troops in the country now number
more than 3,000. The deal has met with little success as
President Laurent Gbagbo, on his return from signing up to it in
Paris, claimed it was only a series of proposals. His
supporters have attacked French citizens and their property.
