The U.S. military practices at least twice each week for the nightmare scenario of having to shoot down a civilian airliner hijacked by terrorists, the commander of forces in North America said Thursday.

U.S. Air Force pilots practice weekly and are psychologically ready to shoot down civilian airliners in any new attack on America like Sept. 11, the general in charge of domestic defense said on Thursday.
The chief of the U.S. military's Northern Command also said better cooperation with the Federal Aviation Administration and other agencies had minimized the risk of downing an innocent civilian passenger jet.
"We practice it several times a week. Sometimes we practice three or four times a week -- the connectivity and having pilots airborne and go through mock exercises," Air Force Gen. Ralph Eberhart told reporters in an interview.
He said pilots and ground controllers were screened to make sure they would not refuse an order to shoot down a suspicious airliner packed with civilians such as the hijacked jets that crashed into the World Trade Center in New York, the Pentagon outside Washington and a field in Pennsylvania on Sept. 11, 2001.

At Tuesday's ceremony, generals "cased" the colors of the U.S. Space Command, which left Peterson Air Force Base on Tuesday and will be folded into the U.S. Strategic Command at Offut Air Force Base in Nebraska. As many as 500 jobs will go with the command.

Some 500 civilian and military workers will be assigned to Northcom's headquarters at Peterson AFB - roughly the same number of workers who'll be leaving Colorado Springs when the U.S. Space Command moves its operations to Nebraska next week.
Air Force Gen. Ralph "Ed" Eberhart, commander of Northcom, will also head the North American Aerospace Defense Command, or NORAD, which protects U.S. and Canadian airspace.
Last year, Peterson AFB alone injected $645 million into Colorado Springs' economy, NORAD spokesman Maj. Ed Thomas said last week. The Army's nearby Fort Carson accounts for 30 percent of the local economy and is the second- largest employer in Colorado, next to the state of Colorado itself.

It's the centerpiece of a larger military realignment, and Defense Secretary Donald Rumsfeld and Air Force Gen. Richard Myers, chairman of the Joint Chiefs of Staff, have called the changes among the most sweeping since the unified command was set up in 1946.
Northcom answers directly to Rumsfeld, not Homeland Security Director Tom Ridge. And its mission is purely military, even when it supports civilian tasks.
Northcom's reach covers all of North America and surrounding waters out to about 500 nautical miles. It also includes the Gulf of Mexico, Puerto Rico and the U.S. Virgin Islands.
Everyone in uniform has taken the oath, which includes the words, 'I will support and defend the constitution of the United States against all enemies, foreign and domestic,"' said Brig. Gen. Dave Clary, who commands the
Air Force's homeland security directorate, just one of the many military units gathering under Northcom's control.

Since the Sept. 11 attacks, senior military officials have worked to prevent uniformed military personnel, Defense Department employees and even civilian contractors from talking to the press and to the public.
But within a week, Deputy Defense Secretary Paul Wolfowitz issued the broadest injunction yet. In a memo to military and civilian leaders, Wolfowitz forbade employees of the Department of Defense and "persons in other organizations that support DOD" to talk about their work in public spaces, on unsecure telephones, or via e-mail on commercial networks.
After reminding recipients about existing regulations governing classified material,
Wolfowitz's memo broke new ground by discouraging the public discussion of unclassified subjects as well.

Information policies that protect bureaucrats instead of national security are inappropriate in a democracy, even one locked in battle with terrorists. If Pentagon officials must extend the bounds of secrecy during this national emergency, accountability requires them to set clear limits.
So does credibility, which is essential to public support. Military officials who would hamper public scrutiny of the Pentagon risk losing the faith of the citizens they are attempting to protect.
"People will accept secrecy when the purpose is well-designed, but when there is any hint of self-serving, it'll be a disaster," says Steven Aftergood, an analyst with the Federation of American Scientists

Journalists limited
More controversial is the media's access to United States armed forces on the battlefield during a time of war. Journalists first accompanied U.S. troops into the field in Afghanistan on November 27, but were then locked in a warehouse on December 6 so that they could not cover troops injured by a stray bomb.
After the military's invasion of Grenada in 1983, the military was much criticized for denying media access until after the fighting was all over. In response, the chairman of the Joint Chiefs of Staff formed a commission headed by Major General Winant Sidle to recommend changes for future coverage. The Sidle commission proposed that a national media pool be created to cover operations where full media access was not feasible. This pool has had limited success.

Beyond politics, it is unclear whether the media has a First Amendment right of access to the military during a war. The media does not have an unlimited right to governmental information and does not have a greater right than the general public.

An unidentified Navy official told The Virginian-Pilot that the Comfort's involvement is a sign that the Pentagon is preparing for casualties of war. The Navy routinely adjusts warship deployments and homecomings, the official said, but generally sends the Comfort and its sister hospital ship, the San Diego-based Mercy, to sea only when it expects they'll be needed to care for casualties.

The Comfort, a converted oil tanker, has 1,000 beds and 12 operating rooms, as well as a fully stocked pharmacy, radiological equipment and CT scan machine. The ship will sail with a full crew of 61 civilian mariners, but only a skeleton hospital staff of 225 doctors and nurses, enough to man two of the ship's operating rooms. That staff would be augmented in advance of any combat.
