One Card for everything
From early 2010 users will only get government health and social
services benefits if they have the card. Doctors and pharmacists
will confirm our identity and check whether we are entitled to
concessions such as the pharmaceutical benefit scheme safety net.
Hospital and ambulance workers will check identity and may access
personal information such as emergency contacts, allergies, drug
use, organ donor status and chronic disease information - if card
owners choose to put such information on the card.
The Government will use it to control Centrelink and health
benefits and to issue one-off disaster relief payments, which
users can withdraw from a bank or retail outlet point-of-sale.
And Centrelink kiosks will download information from the card to
its forms, saving double-entry time and mistakes.
Allen Koehn, Unisys' public sector managing partner, says the
"beauty" of the smartcard is that it doesn't require an
overhaul of the entire IT infrastructure. "A good
analogy is an EFTPOS
card - the same card allows access to banks
with very different infrastructure.

Jason Hart is chief executive of ActivIdentity, an

build a secure channel to a back-end system," he says.

So Ian was a tad surprised when his first attempt
to use the plastic on a ferry this month spat back a balance of
$0. When I said the balance on the card was $50
the skipper was nonplussed and commented that he had experienced
similar comments before, Ian said.
The 71-year-old ended up shelling out cash for a ticket on the
spot.
Ian put in a call to Transperth and was told his $50 credit was
still pending, that some cards didnt work and
there was a no-refunds policy. He was advised to give $10 to the
driver next time he boarded a bus to activate the card.

Transportation agencies are using the latest
technology to provide transit passes that can be used throughout
a region, allowing riders to hop from a bus to a subway to a
commuter rail line with a tap or wave of a
single "smart card."
The card's phase-in began in November with
several hundred bus and ferry commuters, says John Goodwin,
spokesman for the Metropolitan Transportation Commission, which
oversees transit planning for the region. "There's a real
benefit for transit agencies by switching to
electronic fare collection," he says. "They
don't have to handle as much cash. So it's a win-win for both the
riders and the transit operators."
The push for regional passes has been fed by
advances in fare-card technology over the past 15 years, Millar
says. "Some have suggested that
maybe someday your
driver's license could pay a transit fare,"

THE PHRASE "IDENTIFICATION, PLEASE" IS ABOUT TO TAKE ON
A whole new meaning in the transportation industry. If a proposal
from the Transportation Security Administration (TSA)
takes effect, up to 750,000 of the nation's truckers
and port workers could soon be submitting
fingerprints and other proofs of identity as part of stepped up
port security checks.
Last month, the TSA and the U.S. Coast Guard
approved a 227-page proposal to adopt a national
Transportation Worker Identification Credential (TWIC).
The Coast Guard has also approved a
proposed regulation that would coordinate with the TWIC program
to streamline the current credentialing process for merchant
mariners. Both proposals have been published in the
Federal Register and will be open for public comment until
roughly the end of June.
This includes longshoremen, port operator employees,
truck drivers and rail workers. Background checks would
include a review of criminal history records, terrorist watch
lists, legal immigration status, and outstanding warrants.

Identity Pass opened the lanes this week at John
F. Kennedy International Airport in New York and Indianapolis
International Airport after receiving U.S. government go-ahead to
expand the program beyond a test project at Orlandos
airport. Verified plans to open lanes next week at airports in
San Jose and Cincinnati, and more airports are said to be in the
pipeline.
A competitor, Unisys,
plans to launch a program next month at the Reno-Tahoe airport.
And the various contenders are working on technology that could
make the Registered Traveler program more convenient.
Many passengers carrying Verifieds
Clear smart card already can leave their
shoes on when going through checkpoints, and Registered Traveler
cardholders may in time be able to leave their coats on and even
leave laptop computers in briefcases.
More than 35,000 travelers have signed up in Orlando, paying $100 per year for the service, which includes
a $28 government fee for conducting a background
check. Travelers approved by government screeners
enroll fingerprint and iris biometrics, and that data is stored
on the smart card. They then can use special security lanes at
airports where they insert the chip card, identify themselves
with either their finger or iris, and then pass through the
checkpoint. Verified's cards are supplied by France-based Oberthur
Card Systems.
