Only One Card For All Applications

Smart Card : One Key to Many Locks -- Dec. 25, 2006
"The perception of smart cards is that it is difficult or too costly to make changes to systems ... . However, ....they
[ Ed: "they" meaning the changes and upgrades made to your card in real-time ] can be deployed throughout the organisation just as you would any other ID badge, without requiring process changes"
[ Ed: That means that your smart card can be re-programmed while out-in-the-field ( while you are using it ) and the reprogramming will be unnoticable to you. Only the recipient factors ( databases, networking etc. ) will realize the changes, as the back-end software reprograms your micro-computer embedded in your smart card .
What you thought was only A, has now become A, B, C, D, etc. without any actions on your part ]

Smart ID card: eventually everyone will need one-- Dec. 13, 2006

what is the role of the microprocessor card? It is a trusted, convenient and really portable computing platform with its own secure operating system and applications. It is ideally suited to identify someone and his/her privileges when connected to network-based systems.
Secure devices such as smart cards carry applications from one place to another, from one device to another.

The multifunctionality of smart cards
-- Sept. 20, 2006
Smart card technology offers the end user the benefit of high levels of security, convenience in light of the fact that it is such an easily portable token and the advantage of multiple functionalities. The technology is often used as a platform for convergence and systems integration – this is especially true of business. Smart cards allow the integration of an access control system with other business processes such as payment for services such as canteens, or the integration of time and attendance systems with access control. This limits attendance fraud and businesses are able to reduce time spent on payroll reconciliations.

One Card for everything
From early 2010 users will only get government health and social services benefits if they have the card. Doctors and pharmacists will confirm our identity and check whether we are entitled to concessions such as the pharmaceutical benefit scheme safety net.
Hospital and ambulance workers will check identity and may access personal information such as emergency contacts, allergies, drug use, organ donor status and chronic disease information - if card owners choose to put such information on the card.
The Government will use it to control Centrelink and health benefits and to issue one-off disaster relief payments, which users can withdraw from a bank or retail outlet point-of-sale.
And Centrelink kiosks will download information from the card to its forms, saving double-entry time and mistakes.

Allen Koehn, Unisys' public sector managing partner, says the "beauty" of the smartcard is that it doesn't require an overhaul of the entire IT infrastructure. "A good analogy is an EFTPOS card - the same card allows access to banks with very different infrastructure.
* (The smartcard) is a single access point but it doesn't mean the Government has to bring everything together on the back end. *

Jason Hart is chief executive of ActivIdentity, an Australian-based specialist in proof of identity in the online world, with customers including the US military. It is also deeply involved in the roll-out of Germany's health smartcard. He says a smartcard is good for building a bridge between physical and online or "logical" identity. "A smartcard can build a secure channel to a back-end system," he says. "You can interact with more sophisticated services online.Governments can deliver more data securely to us that we have the right to see."

He predicts everyone will have a smartcard reader at home, connecting us to a universe of secure government services.

Health / Medical database connected to insurance database , banks etc
. -- Oct. 11, 2006
Ed: The database is in control
How futuristic is it to believe that one swipe of a debit card would reveal your identity, your health record, and your health plan coverage and eligibility information? Not as far off as you think.
According to HealthLeaders-InterStudy, a leading provider of managed care and healthcare market intelligence, insurers and payment processors are building technology systems to link banks, payors, providers and consumers. The ultimate goal is a smart debit card that will carry all the information needed to make a healthcare purchasing transaction transparent, efficient and seamless.
However, most systems do not feature instant processing and approval of a health insurance claim -- and without that "real-time claims adjudication" feature, most health purchases cannot be as simple as a department-store purchase.

The smartcard stores patient medical records that hospital staff would normally request manually from general practitioners and other medical service providers.
It also stores patient details, including their Medicare and Veterans' Affairs membership numbers.
Smartcard company SafeNet says it's supplying Medicare with USB smartcard devices to help the federal government health provider improve security of its systems.

One of them: selling chips for smart cards. They go in satellite TV boxes and have sold well in Europe where people use them for banking and ensuring secure access to data over the Internet. Jim Feldhan, an analyst with Phoenix-based Semico Research Corp., said the market has potential. “That’s actually a pretty interesting idea,” he said.
Another market: energy and automation.

FlexiFlash smart cards for TV in China -- Aug. 8, 2006 ..... Epsilon and Irdeto
This landmark agreement marks the single largest contract for smart cards awarded to any content protection vendor in China to date, and strengthens Irdeto’s leadership position in securing China’s fast-growing digital TV market
Irdeto is a subsidiary of MIH and part of the multinational media group Naspers.
Irdeto’s Epsilon Card, is based on the industry’s most advanced microchip technology, also used by mobile phone companies and banks. It employs Irdeto’s revolutionary new FlexiFlash technology, which allows smart card software to be securely updated over the air after cards have already been deployed. This allows for major security and functionality changes to the smart card software without the operational costs usually associated with a physical smart card swap, thus speeding the deployment time of piracy countermeasures or new services.

Smart cards aren't very smart -- Sept. 20, 2006
So Ian was a tad surprised when his first attempt to use the plastic on a ferry this month spat back a balance of “$0”. “When I said the balance on the card was $50 the skipper was nonplussed and commented that he had experienced similar comments before,” Ian said.
The 71-year-old ended up shelling out cash for a ticket on the spot.
Ian put in a call to Transperth and was told his $50 credit was still “pending”, that some cards didn’t work and there was a no-refunds policy. He was advised to give $10 to the driver next time he boarded a bus to activate the card.

Smart Cards for TRANSIT, Transportation; METRO

Buses, Ferry, Subway, Commuter Trains ; Port Authority --Jan. 15, 2007
Transportation agencies are using the latest technology to provide transit passes that can be used throughout a region, allowing riders to hop from a bus to a subway to a commuter rail line with a tap or wave of a single "smart card."
The card's phase-in began in November with several hundred bus and ferry commuters, says John Goodwin, spokesman for the Metropolitan Transportation Commission, which oversees transit planning for the region. "There's a real benefit for transit agencies by switching to electronic fare collection," he says. "They don't have to handle as much cash. So it's a win-win for both the riders and the transit operators."

The push for regional passes has been fed by advances in fare-card technology over the past 15 years, Millar says. "Some have suggested that
maybe someday your driver's license could pay a transit fare," [ Ed: as in REAL ID ] Millar says. "That's down the road, but it's an example of the kind of thinking as people try to make these systems more easily used."

TWIC Transportation Identification Work Card -- June 1, 2006

THE PHRASE "IDENTIFICATION, PLEASE" IS ABOUT TO TAKE ON A whole new meaning in the transportation industry. If a proposal from the Transportation Security Administration (TSA) takes effect, up to 750,000 of the nation's truckers and port workers could soon be submitting fingerprints and other proofs of identity as part of stepped up port security checks.

Last month, the TSA and the U.S. Coast Guard approved a 227-page proposal to adopt a national Transportation Worker Identification Credential (TWIC). The Coast Guard has also approved a
proposed regulation that would coordinate with the TWIC program to streamline the current credentialing process for merchant mariners. Both proposals have been published in the Federal Register and will be open for public comment until roughly the end of June.

This includes longshoremen, port operator employees, truck drivers and rail workers. Background checks would include a review of criminal history records, terrorist watch lists, legal immigration status, and outstanding warrants.
Mike Regan, CEO of TranzAct Technologies

To guard against fraud, the TSA will use "smart card" technology, and possibly RFID. It will also include a worker's photo, name, biometric information and multiple other fraud protection measures

"Trusted Travelers " -- Sept. 26, 2006 ..."Security and Prosperity Partners " Trade area
SPP has in effect created a fully-functioning trilateral Department of Transportation which will dictate policy to Mary Peters as soon as she is confirmed to replace Leon Mineta as U.S. secretary of Transportation."
Evidently SPP has decided to erase our internal borders with Mexico and Canada," Corsi told WND. "We have no trilateral treaty voted by two-thirds of the Senate that has authorized North American trusted traveler biometric cards to be issued to the citizens of the U.S., Canada and Mexico. Yet this is exactly what the shadow administrative branch created within the Bush administration under the auspices of an SPP working group is doing."

This would be like President Bush putting partitions in the Oval Office," Corsi argued to WND, "so desks could be set up for Canada's Prime Minister Harper and for Mexico's new President Calderon as soon as he takes office."
( Ed: " A rose by any other name is still a rose " )
The SPP.gov website in the Department of Commerce has added a new "Myth vs. Facts" section which documents that the Security and Prosperity Partnership of North America is neither a treaty nor a law.

Registered Traveler's Fast Lane -- Jan 25, 2007
New York-based Verified Identity Pass opened the lanes this week at John F. Kennedy International Airport in New York and Indianapolis International Airport after receiving U.S. government go-ahead to expand the program beyond a test project at Orlando’s airport. Verified plans to open lanes next week at airports in San Jose and Cincinnati, and more airports are said to be in the pipeline.
A competitor, Unisys, plans to launch a program next month at the Reno-Tahoe airport. And the various contenders are working on technology that could make the Registered Traveler program more convenient. Many passengers carrying Verified’s Clear smart card already can leave their shoes on when going through checkpoints, and Registered Traveler cardholders may in time be able to leave their coats on and even leave laptop computers in briefcases.

More than 35,000 travelers have signed up in Orlando, paying $100 per year for the service, which includes a $28 government fee for conducting a background check. Travelers approved by government screeners enroll fingerprint and iris biometrics, and that data is stored on the smart card. They then can use special security lanes at airports where they insert the chip card, identify themselves with either their finger or iris, and then pass through the checkpoint. Verified's cards are supplied by France-based Oberthur Card Systems.
