National Livestock Identification Act -- Feb. 26, 2004
McCollum's National Livestock Identification Act
(H.R. 3822) calls for the Secretary of Agriculture to immediately
establish an electronic nationwide livestock identification
system.
McCollum's legislation allows the Secretary of
Agriculture to consider existing technologies. The measure also
provides assistance to farmers and producers in their efforts to
comply with such a tracking system.

For readers who are not aware of this pet-saving technology, a
microchip is a tiny computer chip that has an identification
number programmed into it. The microchip is encapsulated within
biocompatible material. Because the AVID Friend Chip is inert and
biocompatible, there is virtually no chance of the animal's body
developing an allergy or rejecting the microchip.
The microchip is administered with a hypodermic needle between the dog's shoulder blades, just under the skin. Literature provided by AVID states that the procedure is not painful and that most pets do not react to it. However, both Crea and Sophie had been anesthetized for other procedures when their microchips were administered. Crea's was done during a tooth cleaning, and Sophie got "chipped" when she was spayed.
Every microchip has a unique identification number. No two
animals ever have the same number. To date, more than 17,000
microchip scanners have been distributed to veterinarians and

said Digital Angel had signed a 10-year contract with a Brazilian
company to track cattle
for an undisclosed amount of money. Investors had said that the
contract underscored
the potential for Applied
Digital's chip,
which is so far an unproven commodity. The recast release says:
"In the future the products may include
Digital Angel's tracking system," and
the contract "does not use any products of Applied Digital
Solutions.

Will a
National crisis bring up the Mark of the Beast just like the Mad
Cow crisis brought up implanted chips for ID and tracking of all
livestock ? Time will tell.

Scrapie disease in sheep a boon

With the national ID system on the fast track and millions of
dollars in government contacts possibly at stake, shares of
another company that has experience with scrapie, Digital
Angel (DOC:AMEX

have attracted attention. Shares have been extremely volatile in
recent sessions, jumping 55 cents, or 14.1%, to $4.44 on Tuesday,
on 2.9 million shares, 29 times the normal daily volume.
While its cash position is tight, Digital Angel
said its business prospects were solid. In an interview with TheStreet.com
on Monday, Kevin Nieuwsma, president of the company's RFID
division, said it has been in discussions with the USDA about the
use of its tracking products. On Oct. 7, the company announced
a deal to provide the USDA with 300,000 RFID tags and has already
used the RFID devices to track millions of endangered fish for
the Department of Energy.

Administration takes aggressive action to

Mrs. Veneman also said the government would speed up the
implementation of a national animal-identification system
to track the origins and destinations of animals and meat.
"We're announcing fairly aggressive
actions today. We think they are appropriate actions, but there
will be follow-up measures that we will be assessing as we go

The federal measures are largely meant to prevent people from
eating infected tissue and contracting the human version
of the ailment, called new variant
Creutzfeldt-Jakob disease, a degenerative
and fatal brain disorder.
New variant Creutzfeldt-Jakob is rare. As
of Dec. 1, a total of 153 cases had been reported in the world:
143 from the United Kingdom, six from France, and one each from
Canada, Ireland, Italy and the United States, according to the

Cow parts including hooves, bones, fat and
innards are used in everything from hand cream and
antifreeze to poultry feed and gardening soils.
Companies that use bone meal from cows to create fertilizers
popular with rose growers may find themselves under the
spotlight. At the height of Britain's mad cow epidemic in the
1990s, three victims of the human form of mad cow were found to
be gardeners.
In 1996, the Royal Horticultural Society of London released an
advisory, cautioning gardeners to wear face masks after it was
reported that the dust from the bone-meal soil could carry the
mutated protein.
Critics also speculate that while chickens cannot
contract BSE, they could act as carriers of the disease if they
pick up prions in their feed and are themselves processed into
cattle feed. Consumer advocates have also questioned
whether feed processing plants have all strictly separated cow
feed from other feed produced at the same facilities.

USDA creating National ID for animals in 3 phases -- Dec. 11,
2003
The U.S. livestock industry is moving forward with plans to
create a national animal identification system (ID) that
can track livestock movements from birth to
slaughter, a U.S. Department of Agriculture
(USDA) official said last week.
The USDAs Animal and Plant Health Inspection
Service (APHIS) will publish within the next few months
a proposed rule to establish a national livestock ID system, said
Dr. John Wiemers, national ID coordinator for
USDA-APHIS, at the Iowa Farm Bureaus annual
meeting Dec. 3.
The USDA is using the draft U.S. Animal
Identification Plan developed by the National
Food Animal Identification Task Force as a guide for
creating a national livestock ID system.
The proposed U.S. Animal Identification Plan would provide
standardized ID numbers, eartags and data collection.
1. Premises ID (farmhouse, plant etc.)
2. Unique Identifying number for each animal
3. Electronic tracking of all movements (from birth to slaughter)
APHIS will maintain a centralized
database to collect all ID information
under the proposed system. U.S. animal health officials will use
the information only for animal disease control.

GlobalVetLink Tracking System for animals -- Dec. 8, 2003.....
Networking the Internet
The U.S. Department of Agriculture has signed an
eight-year license with GlobalVetLink, which is located in Iowa
State University's Research Park
Another benefit of the GlobalVetLink system is its ability to
track movements of livestock in case of a foreign animal disease
outbreak or a terrorist attack, Burkgren said.
"From a national security level, it
offers so much more of a rapid response for state and federal
veterinary officials" to track suspect livestock, he said.
The computerized system developed by
GlobalVetLink allows a certificate of veterinary inspection to
accompany an animal traveling across state lines. An electronic
copy of the certificate can be transmitted to the destination
state, probably arriving before the animal does.
The state's involved in the pilot project are California,
Colorado, Florida, North Carolina, Texas and Wisconsin,
