These are some of the things developing in the European Union ( EU ) this Summer of 2007.

First of all, many people have their eyes fixed on Xavier Solana ( also called Javier Solana) to become the UMFA.
His official title for now is
High Representative for the
Common Foreign Security Policy

Mr. Solana is a solid-state physicist who analyzes Defense Policy, especially in regards to nuclear militarism.
He is answerable to the nation-states
within the Common Market ( EU ).
In our estimation, Mr. Solana PAVES the way for the new person to come on the scene as the EU Rep of Foreign Affairs.

Mr. Solana, as we see it, is preparing the way for
another person to come on the scene and take over the role of forming Global Policy in regards to nuclear militarism and all other affairs of State.
That other person -- in our opinion -- is a quasi-nuclear physicist ( no country-bumpkin farmer ).
It is our belief that the new High Rep of EU Foreign Affairs will hail from another country;
that he is an outsider ( not born in Europe ).

The coming Eighth King of Revelation 17 will be representing the EU itself as a Confederated Body of 10 heads
with "one voice", as we see it.
He will take the EU deliberations [ from the Commission, Parliament, Councils etc. ] and form one policy -- the EU policy.
Sort of a political Humptey-Dumptey.

Now these formulated policies will not be limited to the EU alone, as we see it. That is because the Powers That Be
have prepared the Office of the High Representative of Foreign Affairs and Security Policy well in advance. This Hi Rep will also
participate in UN meetings, and will have a diplomatic corps around the world.


Proposals being offered

UMFA : now called " High Representative of EU Foreign Affairs and SP " -- June 22, 2007 ( Ed: HRUFASP for short )
The proposed EU foreign minister will now have the clunkier title of High Representative of the Union for Foreign Affairs and Security Policy, while the text in several places makes clear that the EU should not get any more foreign policy powers.

Under the deal, the foreign policy chief would be called High Representative of the European Union
and serve also as vice-president of the executive European Commission,
but would not get the title of 'foreign minister' as in the constitution.

Moves to make EU foreign policy more decisive were at the heart of the constitutional treaty. All 27 member states signed up to a deal to create a single “foreign minister” who would sit in both the European Commission and the Council of Ministers, and thus end the absurd situation of having two representatives for every external issue. Creation of an EU diplomatic corp --June 22, 2007
Thousands of European commission officials serving in its 120 delegations around the world - effectively diplomats in waiting - will come under his or her control. The minister is also expected to chair the EU council of foreign ministers, helping to define sensitive polices throughout the world, from the US to China, Iran and Iraq.
The draft drawn up early this morning states the EU’s foreign policy will lead to “the progressive framing of a common defence policy that might lead to a common defence
But critics say this will not be enough to prevent the EU corps from growing into a fully-fledged diplomatic service

In addition, as demanded by Britain the treaty will not refer to the appointment of a first-ever EU “foreign minister” but to a “high representative for foreign and security policy.” Britain claims that the title of foreign minister would give the impression that national governments were ceding sovereignty on foreign policy to the EU.

EU and the WTO ( Commerce, Economy )
When the whole of Europe speaks with one voice, we can have more clout on the world stage. For example, sanctions or arms embargoes have more impact if imposed by 25 countries rather than one. We are stronger in trade negotiations if we negotiate as one economic bloc. And diplomatic initiatives, designed to improve our security, can be more effective with the support of European partners.

One Voice for the EU at the UN

It is the unique position of the Hi Rep of the EU Foreign Affairs
that he may be granted a seat at the UN Security Council ( only 5 permanent seats with veto-power;
the other 10 seats are temporary ) .
In order to do this, both France and England may have to relinquish their seats at the UN Security Council. 
Or, the Hi Rep of the EU FA and SP may be granted an additional 6th seat. Only time will reveal the details.

From that platform,  the EU policy maker [ Hi Rep of FA and SP ] will be able to voice his directives Globally.
This, of course, remains to be seen.

This
global policy maker will thus be camouflaged by surrounding participants , as if he were simply a Representative of EU Affairs with a Defense portfolio. Not so. He will be forming Global policy to which all nations will comply. This too remains to be seen.

The Five permanent seats on the UN Security Council are currently held by China, Russia, The United States, France and Britain.

Many people are not aware that

That is why the EU Constitution is being called the New EU Treaty , building upon the treaties that came before:
The Treaty of Rome ( 1957 ) ; Maastricht ( 1992); Amsterdam ( 1996 ) ; and Nice ( 2000 ) .


That is why the one voice over the EU will become the one voice over the Globe as he sits
( physically, ....... or virtually by remote telecommunications )
at the UN Security Council. That is how we see it.

Role of the NEW Union Minister of Foreign Affairs
"One of the big changes is to create an EU Foreign Minister. This person will sit in the Commission, as one of its vice-Presidents, and answer to the member states. The position will amalgamate the posts of External Relations Commissioner and High Representative of the EU. Currently the two men occupying the posts - Chris Patten and Javier Solana - expend considerable energies not stepping on each other's patch

The Union shall have a legal personality.
The supremacy of Union law over national law is written down for the first time.
The Charter of Fundamental Rights is legally binding.

External Affairs to have a diplomatic corps -- June 11, 2004
Governments have agreed that in order for the new foreign minister to have a well-functioning back-up service by the time the post comes into being, then preparations have to start straight away.
If the Constitution is finalised by EU leaders on 17-18 June
[ 2004] , it will not come into force until at least 2006 - but it is set to be signed in the early autumn. [of 2004]

Directly after this, the machinery surrounding the foreign minister post, which will essentially be an EU diplomatic service made up of civil servants from both the member states and the European Commission delegations, will be put into place.

Two big institutional changes that are being considered for early introduction are a new post of EU foreign minister - some want it to be in place by November - and having a president of the eurogroup - something pushed by France.

EU member states should integrate their national priorities into Europe's framework in order to create a global diplomacy. Mr Papandreou, whose country currently holds the EU's presidency, believes such a plan is important in order for the EU to be able to speak with one voice in a Europe of 25 member states, and best target the main risks in the world.

The foreign minister stressed that everyone, in Europe and the US, has an interest in having a strong Europe to rely on. Cohesion between the member states may be even bigger now than before the Iraqi crisis, the minister also said.

Powerful "foreign minister" wanted; ---April 26, 2003
EUOBSERVER / BRUSSELS - The planned foreign minister of the European Union will have far-reaching powers under the new proposals unveiled yesterday by the Convention on the future of Europe.

This individual,
who will also be vice-president of the Commission, will be able to have t

Initial reactions to the overarching principles of the document point towards a great deal of common ground between EU and US priorities and the identification of global threats.
Emphasis on cooperation with allies and partners mirrors similar aims found in the US National Security Strategy.
The document, drafted by the EU's High Representative for Foreign Policy Javier Solana, marks a shift from the traditional concept of self-defence, based on the threat of invasion, to a more proactive stance.

Accession countries want EU Foreign Minister --Oct. 10, 2003
There is higher support for a common EU foreign policy in the accession countries, with 74 percent in favour. Cyprus is most in favour of a common policy - with 87 percent - and Malta least in favour with just over half.
These countries are even more in favour of a common defence policy, with 84 percent declaring themselves for "a common defence and security policy among European Union member states".

Germany wants an all powerful leader over both the Commission and the Council---Jan 2, 2003
Germany's foreign minister Joschka Fischer is pushing for the idea of one person to be the head of the European Commission and European Council. Britain is clearly against this plan, however it would support the proposal for the European Parliament to elect the head of the Commission.

"I was very struck at Copenhagen by how France completely lined up with Blair on the necessity for an elected chairman for the European Council of Ministers, whereas the German position is for giving
all power to a new kind of European kaiser, a Commission president who will tell all the other European institutions what to do," Mr MacShane told the Financial Time

Henning Christophersen, a former EU Commissioner representing the Danish government in the Convention said he is worried because the EU foreign minister would hold "the right to initiative and at the same time lead the negotiations and implement the decisions".

He believes this would put
too much power into the hands of one person and said that such an arrangement is unknown in national constitutions.

MacShane warns of all powerful EU leader--Jan 2, 2003

Denis MacShane (pictured), the Europe minister, has accused Germany of wanting to appoint an all-powerful "kaiser" at the top of the European Commission and warned Gerhard Schröder that the English decapitated such a figure 350 years ago.
He attacked the German proposals for a stronger head of the Commission, arguing that they would sideline national governments and their leadership.
One idea being touted by Joschka Fischer, Germany's foreign minister, is for a one person to be president of both the Commission and the European Council,

Europe sets out sweeping new powers May 27-2003
The EU envisaged by the 105-strong convention would have a full-time president elected by EU leaders to give strategic direction. He or she would be a serving or former prime minister.
A foreign minister would be elected, also by EU leaders, to conduct a common policy. EU defence and security policy initiatives would also come under his remit.
